Options for consolidating public finances

Abstract:

Cílem diplomové práce „Možnosti konsolidace veřejných financí“ je prozkoumat možnosti vlády, jak konsolidovat veřejné rozpočty a navrhnout možná doporučení vedoucí ke snížení deficitů veřejných rozpočtů. V teoretické části je popsána role fiskální politiky, její nástroje a účinnost. Taktéž je uveden význam veřejných rozpočtů, zdroje jejich financování a problematika veřejného zadlužení. V praktické části jsou provedeny analýzy průběhu fiskálních konsolidací ve vybraných zemích, které můžou sloužit jako základ pro doporučení vedoucích k možnému snížení deficitů veřejných rozpočtů v ČR. V neposlední řadě je provedena analýza současného stavu veřejných financí v ČR a následně jsou navržena doporučení vedoucí k jejich možnému zlepšení.

Abstract:

The aim of the thesis "Options for consolidating public finances" is to examine the government's options for consolidating public budgets and to propose possible recommendations to reduce public budget deficits. The theoretical part describes the role of fiscal policy, its instruments and its effectiveness. The importance of public budgets, the sources of their financing and the issue of public debt are also presented. In the practical part, analyses of the course of fiscal consolidations in selected countries are carried out, which can serve as a basis for recommendations leading to a possible reduction of public budget deficits in the Czech Republic. Finally, an analysis of the current state of public finances in the Czech Republic is carried out and then recommendations leading to their possible improvement are proposed.
