Cooperation of emergency services during emergencies

Abstract:

Bakalářská práce je zaměřena na otázku spolupráce záchranných složek při mimořádných událostech a jejím základním cílem je specifikace postupu spolupráce záchranných složek při řešení mimořádné události. Obsahem práce je zejména definice činností IZS ČR v rámci řešení mimořádné události se zaměřením na vzájemnou spolupráci jednotlivých IZS ČR při řešení mimořádné události. V teoretické části práce jsou nejprve vymezeny základní pojmy tématu, představeny jsou také jednotlivé složky IZS ČR společně s jejich základní funkcí v rámci IZS ČR a také podoba spolupráce složek IZS ČR i otázka využívání typových činností. V praktické části práce jsou uvedeny výsledky dotazníkového šetření mezi základními složkami IZS ČR. V rámci diskuze jsou poté získané výsledky shrnuty a okomentovány a jsou formulovány návrhy a doporučení. Ze šetření vyplynulo, že tato spolupráce složek IZS ČR je v současnosti velmi významná a umožňuje rychlý a efektivní zásah. Přestože je tato spolupráce dostatečně efektivní, objevují se během zásahu problémy s komunikací složek IZS ČR a také nedostatečná zkušenost některých příslušníků IZS ČR. Proto je vhodné provádět součinnostní cvičení a také zaškolit všechny příslušníků v oblasti společného zásahu. Vhodné je také využívat v průběhu zásahu softwarové nástroje pro odhadování dopadů mimořádné události.

Abstract:

The bachelor's thesis is focused on the question of the cooperation of emergency services in emergency situations, and its basic goal is to specify the procedure of cooperation of emergency services in dealing with emergency situations. The content of the work is mainly the definition of the activities of the IZS CR within the framework of dealing with an extraordinary event with a focus on the mutual cooperation of the individual IZS CR in solving an extraordinary event. In the theoretical part of the thesis, the basic concepts of the topic are first defined, the individual components of the IZS CR together with their basic functions within the IZS CR are also introduced, as well as the form of cooperation between the components of the IZS CR and the question of the use of typical activities. The practical part of the thesis presents the results of a questionnaire survey among the basic components of the IZS CR. As part of the discussion, the obtained results are then summarized and commented on, and suggestions and recommendations are formulated. The investigation showed that this cooperation of the components of the IZS of the Czech Republic is currently very important and enables quick and effective intervention. Although this cooperation is sufficiently effective, during the intervention there are problems with the communication of the members of the IZS CR and also the lack of experience of some members of the IZS CR. Therefore, it is advisable to carry out cooperative exercises and also to train all members in the area of joint intervention. It is also appropriate to use software tools for estimating the impact of an emergency during the intervention.
