Analysis and Evaluation of Human Resource Management In an Organization

Abstract:

Rigorózní práce se věnuje problematice řízení lidských zdrojů v organizaci Vězeňské služby ČR – Věznici Opava, respektive praktickému výkonu jejich jednotlivých personálních činností. Tato organizace prodělala ve svých hlavních činnostech i těch zajišťujících jejich podporu (mezi něž patří neodmyslitelně personální práce) v posledních 18-ti letech zásadní změny, které vyplývají z postavení, jenž měla před listopadem 1989 a které jí dnes standardně přísluší coby subjektu veřejné správy v demokratickém státním zřízení. Řízení lidských zdrojů jakožto sice relativně mladá vědní disciplína je v současnosti již běžně uplatňována, jak ve veřejném, tak v privátním sektoru a otázkou je, do jaké míry jsou konstruktivně využívány její moderní metody v prostředí, které má svá zvláštní specifika. V širším smyslu je hledání její odpovědi hlavním obsahem této práce. Práce je rozdělena na dva samostatné výzkumné celky. První empirická fáze je ryze analytická a autor se v ní rozhodl použít kvalitativní metodu „grounded theory“. Výběr metody byl pečlivě zvažován a vybrána byla na základě přesvědčení, že lze díky ní získat a utřídit informace, ke kterým by bylo jinou metodou obtížné proniknout. Její podrobné rozpracování v aplikaci na výzkumný záměr, předchází v metodologické části práce kapitoly původního výzkumu. Výzkumné šetření se v první fázi zaměřuje na praxi personální práce v šesti dílčích podoblastech – relativně samostatných personálních činnostech, u kterých je analýza zaměřena nikoliv pouze na „stav věcí“ v nehodnotícím významu, ale současně i na jejich konkrétní dopady na zaměstnance organizace. Tato výzkumná fáze je zakončena ucelenou teorií získanou ze všech oblastí zdejší personální praxe a závěrečným doporučením, jak se vyvarovat nežádoucím efektům, které plynou ze zjištěných profesionálních nedostatků v řízení lidských zdrojů. Druhá fáze výzkumu je pojata z podstatné části odlišně. Výsledky prvního zkoumání byly totiž (v souladu s jeho aplikačním cílem) prezentovány vybraným vedoucím pracovníkům organizace a současně jim byly předestřeny možné návrhy na zlepšení zdejší personální práce. Na základě tohoto schématu vznikl nový výzkumný záměr: intervenovat ve prospěch žádoucích změn v praxi zdejšího personálního řízení, sledovat jejich dopady a zároveň tento vliv hodnotit. Základní výzkumná osnova je tedy rozšířena o výzkum evaluační, který má v rámci sociálních věd pro své praktické určení stále vzrůstající význam. V další výzkumné fázi práce je i nadále pracováno s uvedenou „grounded theory“, se kterou lze evaluační studie velmi dobře sladit. Metodologicky však bylo nutné, nově velmi podrobně rozvést přesné postupy, kterými se bude druhá výzkumná fáze ubírat. Následující členění rigorózní práce je obdobné jako v případě první výzkumné etapy. Empirická zjištění jsou do kapitol rozfázována dle šetření v šesti samostatných personálních činnostech a závěr je věnován celkovému hodnocení výzkumného záměru. Výsledná zjištění obou výzkumných etap jsou prostřednictvím diskuse porovnána s poznatky jiných autorů, věnujících se v minulosti obdobným tématům.

Abstract:

This rigorous work deals with the issue of human resource management in the Prison System of the Czech Republic – Opava Prison; or more precisely, with performance of its individual personnel operations. In the last 18 years this organization has undergone major changes in its main as well as supporting operations (personnel work being inherently one of them). The changes result from the position that the organisation held before November 1989 and that which it occupies currently as a part of public administration in a democratic state system. Human resource management, even though a quite young scientific discipline, is now widely applied both in public as well as in private sector. The question is to what extent its modern methods are constructively used in an environment which has its own specifics. From a more general point of view, the search for the answer is the main focus of this thesis. The thesis is divided into two independent research parts. The first, empirical, phase is purely analytical and the author has decided to apply here a qualitative method – the "grounded theory”. The choice of method was carefully considered and it was selected due to the author’s belief that it enables obtaining and organizing information which would have been difficult to acquire with any other method. A detailed elaboration of the method when applied on the research design precedes the original research chapters in the thesis methodology part. The research in its first phase focuses on the practise of personnel work in six subdivisions – relatively independent personnel operations. Here the analysis focuses not only on the “current state of affairs” in a non-evaluative sense, but also on particular effects of the operations on the organization employees. This research phase concludes with a coherent theory obtained from all the areas of the local personnel practice, and with the final recommendation on how to avoid unwelcome effects coming from the established professional shortcomings in human resource management. The second phase of the research is conceived quite differently: The results of the first conducted research were (in accordance with its application goal) presented to selected top managers of the organization, together with possible suggestions regarding improvements in the local personnel work. Due to this scheme a new research design was established: to intervene for desired changes in the practice of the local personnel management, to observe their effect and to evaluate this influence. The basic research plan is thus extended by an evaluation research, which is within the frame of social sciences becoming more and more important in the practical sphere. In the next research phase we continue to work with the above mentioned "grounded theory”, which easily marries with evaluation studies. However, it was methodologically necessary to elaborate in great detail the exact steps which the second research phase will follow. The following structure of the rigorous thesis is similar to the one in the first research phase. Empirical findings are divided into chapters according to the research in the six independent personnel operations, and the conclusion consists of the final evaluation of the research design. The final findings of both the research phases are then in discussion compared with findings of other authors who have addressed similar topics in the past.
