Application of the Balanced Scorecard in the Czech Republic - Case Study of the Ministry for Regional Development

Abstract:

Metoda Balanced Scorecard (BSC) je jednou z moderních metod řízení. Je chápana jako nástroj mezi podnikovou strategií a operativními úkoly, kterými má být strategie realizována. Toto propojení strategie s praxí je sledováno a vzájemně vyvažováno nejen prostřednictvím finančních ukazatelů, ale i ukazatelů zaměřených na firemní procesy, zaměstnance a zákazníky. To zajišťuje úspěch metody BSC. V mnoha podnicích je metoda BSC aplikována již řadu let. A právě vysoká úspěšnost v soukromém sektoru se stala impulsem pro zavádění metody BSC i do systémů řízení ve veřejné správě. Lze tedy předpokládat, že by metoda BSC mohla zvýšit efektivitu a výkonnost také ve veřejné správě. Cílem diplomové práce je určit, zda je metoda BSC aplikovatelný a účinný způsob řízení v podmínkách veřejné správy České republiky. Integrovanou součástí práce je charakteristika historie a perspektiv metody BSC, tvorba strategické mapy v obecné rovině a popis procesu implementace této metody v podmínkách veřejné správy s důrazem na vybraný ústřední orgán veřejné správy České republiky.

Abstract:

The Balanced Scorecard (BSC) is one of the modern management methods. The BSC is comprehended as a tool between business strategy and operational tasks by which the strategy is to be implemented. This strategy and practice connection is being monitored and balanced not only by financial measures but also by measures focused on business processes, employees and customers. This is what makes the BSC successful. The BSC is applied in many businesses for several years. The high degree of effectiveness of the BSC in private sector has become an impulse for the implementation of the BSC in public administration management. It can be assumed that the BSC could also enhance the effectiveness and efficiency in public administration. The main aim of the thesis is to determine whether or not the BSC is both an applicable and efficient management tool within the Czech public administration. The history characteristic and perspective of the BSC is an integral part of the thesis as well. The thesis also deals with creating general strategic maps, and describes the implementing process of the BSC within public administration with the emphasis on selected Czech central governmental body.
