Abstract:

Předmětem bakalářské práce „Efekty sankcí v rámci podpory v nezaměstnanosti“ je rozbor dopadů změn, které proběhly v systému zabezpečení v nezaměstnanosti v České republice po roce 1990. V teoretické části jsou popsány základní teoretická východiska práce osvětlující dopady sankcí dávek v rámci pojištění v nezaměstnanosti ve formě snížení dávek, které jsou určeny k odrazení příjemců dávek od setrvání v nezaměstnanosti. V druhé části jsou charakterizovány dva ekonometrické modely zachycující efekt sankcí v období před nejvýraznější změnou sazby podpory v nezaměstnanosti, která proběhla v roce 2009, a v období po ní. V analytické části je pak na základě modelů využitím regresní analýzy odhadnut pozitivní vliv sankcí na růst průměrné délky nezaměstnanosti, přičemž výstupy ekonometrické analýzy potvrdily stanovenou hypotézu, a následně jsou formulovány alternativní přístupy vládních opatření na snížení nezaměstnanosti.

Abstract:

The goal of the submitted thesis: “Unemployment Benefit Sanctions” is to analyze changes that happened it the unemployment insurance system of the Czech Republic after 1990. The theoretical part describes the basic theoretical background of the work illustrating the effects of the benefit sanctions in the framework of unemployment insurance in the form of reduction of benefits, which are intended to discourage the benefit recipients from staying in unemployment. In the second part are characterized two econometric models capturing the effect of sanctions in the period before the most significant change of rate of the unemployment benefit, which took place in 2009, and in the period after. In the analytical part using the regression analysis based on models the positive impact of sanctions on the growth of the average length of unemployment is estimated, while the outputs of econometric analysis confirmed the hypothesis and subsequently alternative approaches of government measures to decrease unemployment are formulated.
