The role of Norway and Norwegian NGOs in the peace processes in Colombia

Abstract:

Norsko v posledních několika desetiletích v mírových procesech po celém světě zastávalo roli třetí strany. A jelikož se věnovalo různým podpůrným projektům v Kolumbii, která je více než 60 let sužovaná vnitřním konfliktem vlády a guerill, nebylo překvapením, když bylo zvoleno do role garanta pro mírová jednání 2012-2016 právě tam. V konfliktem zasažených státech, kde hraje Norsko roli třetí strany v mírovém procesu, jsou obvykle přítomny i norské nevládní organizace s lidskoprávním nebo humanitárním zaměřením. Cílem této bakalářské práce je představit a porovnat roli, kterou sehrály Norsko a vybrané norské nevládní organizace v mírovém procesu v Kolumbii ve spojitosti s mírovým jednáním. Nejprve zkoumá teoretický rámec role státu a nevládních organizací v mírovém procesu, kde představuje podmínky pro potenciálně efektivní zásah třetích stran a také požadavky, které musí splňovat nevládní organizace, aby jejich role v mírovém procesu mohla být považována za klíčovou. Formou případové studie analyzuje aktivity Norska a pěti vybraných norských nevládních organizací v rámci mírového procesu v Kolumbii. Závěrem hodnotí na základě teorie jejich přínos a komparuje, v čem se jejich role lišila. Zdůrazňuje důležitost jejich vzájemné spolupráce a jako zásadní rozdíl hodnotí úroveň formálnosti jejich působení.

Abstract:

Over the past few decades, Norway has played the role of a third party in peace processes around the world. And having been involved in various supporting projects in Colombia, which has been greatly affected by internal conflict between the government and guerrillas for more than 60 years, it was no surprise when Norway was chosen to act as a guarantor for the 2012-2016 peace negotiations there. In conflict-affected states where Norway plays a third party role in the peace process, Norwegian human rights or humanitarian NGOs are usually also present. The aim of this thesis is to present and compare the role played by Norway and selected Norwegian NGOs in the peace process. It first examines the theoretical framework of the role of the state and NGOs in the peace process, presenting the conditions for potentially effective third party intervention as well as the requirements that NGOs must meet in order for their role in the peace process to be considered crucial. In the form of a case study, it analyses the activities of Norway and five selected Norwegian NGOs in the peace process in Colombia. It comes to a conclusion by assessing their contribution based on theory and comparing how their role differed. It stresses the importance of their cooperation and assesses the level of formality of their activities as a crucial difference.
