Analysis of state employment policy expenditures in the Czech Republic with a focus on long-term unemployment in the period 2000-2019

Abstract:

Cílem práce je zjistit, zda je obecná a dlouhodobá nezaměstnanost ovlivněna výdaji státní politiky zaměstnanosti, zejména aktivní částí politiky, a zda je drobná kriminalita ovlivňována výší podílu dlouhodobě nezaměstnaných v letech 2000-2019. Práce poskytuje analýzu vybraných makroekonomických veličin z dostupných dat, za pomoci kterých následně prokazuje řečené hypotézy. K naplnění cílů práce využívá analýzy, pozorování a vztahové analýzy. Práce se zabývá problematikou nezaměstnanosti, státní politiky zaměstnanosti a jejím právním vymezením. Část práce popisuje kriminalitu a její vztah s nezaměstnaností. Praktická část spočívá v analýze vývojů vybraných veličin a pozorování podobnosti jejich trendů v ČR a ve vybraných krajích a komparace mezi nimi. Za pomocí těchto metod dospěla práce k poznatku, že mezi výdaji pasivní politiky zaměstnanosti a nezaměstnaností je přímo úměrný. Tento poznatek práce vysvětluje zákonem danou parametrizací výše transferů nezaměstnaným. Práce dále analyzuje vztah mezi dlouhodobou nezaměstnaností a výší výdajů aktivní politiky zaměstnanosti ve vybraných krajích, ve které byl nalezen kauzální vztah. V poslední části se práce věnuje korelaci mezi vývojem drobné kriminality, dlouhodobou nezaměstnaností a výdaji na aktivní politiku zaměstnanosti. Ve spolupráci s Krajským ředitelstvím policie Jihočeského kraje je prací definována drobná kriminalita. V této části analýza napovídá korelaci mezi těmito veličinami, zejména v Ústeckém kraji.

Abstract:

The aim of the thesis is to find out whether general and long-term unemployment is affected by the expenditures of the state employment policy, especially active, and whether petty crime is affected by the share of the long-term unemployed in the years 2000-2019. The work provides an analysis of selected macroeconomic variables from available data, with the help of which it subsequently demonstrates the above hypotheses. It uses analysis, observation, and relational analysis to fulfill the goals of the work. The thesis deals with the issue of unemployment, state employment policy and its legal definition. Part of the work describes crime and its relationship with unemployment. The practical part deals with the analysis of the development of selected quantities and the observation of the similarities of their trends in the Czech Republic and in selected regions and the comparison between them. Using these methods, the work comes to the conclusion, that it is directly proportional between the expenditures of the passive employment and unemployment policies. This knowledge of work extended by the statutory parameterization of the amount of transfers of the unemployed. The work further analyzes the relationship between long-term unemployment and the amount of expenditures of active employment policy in selected regions in which a causal relationship was found. In the last part, the work deals with the correlation between the development of petty crime, long-term unemployment and expenditure on active employment policy. In cooperation with the Regional Police Directorate of the South Bohemian Region the petty crime is defined. In this part, the analysis suggests a correlation between these variables, especially in the Ústí nad Labem region.
