The Implementation of Electronic Records of Sales and Its Impact on Small Businesses

Abstract:

Cílem této bakalářské práce je vyhodnotit, jaké důsledky bude mít zavedení elektronické evidence tržeb pro malé podnikatele. Práce chce dále ukázat, jak se malí podnikatelé vypořádávají s novými povinnostmi. Proto je v práci podrobně diskutováno o zákonu o evidenci tržeb, interpretaci jeho problematických míst a o způsobu, jakým musí být zákon podnikateli aplikován. Některé otázky nejsou přitom zákonem vůbec řešeny. Připravenost podnikatelů na nové požadavky dokresluje krátký průzkum, ve kterém byli osloveni podnikatelé spadající do první fáze evidence tržeb. Bylo zjištěno, že implementace zákona je problematická a oficiální stanoviska se rychle mění. Podnikatelé sice věděli, proč se elektronická evidence tržeb zavádí a také věděli, jak postupovat při elektronické evidenci; v některých otázkách však převažovala nejistota. Většina oslovených podnikatelů považovala dostupné informační zdroje za nedostatečné. Práce popisuje praktické postupy, které jsou nutné aplikovat pro splnění požadavků daných zákonem, a podává přehled o tom, jak vnímají novou regulaci samotní podnikatelé.

Abstract:

The aim of this bachelor thesis is to assess the consequences of a new Czech regulation concerning the Electronic Registration of Sales for small entrepreneurs. The thesis demonstrates how the small entrepreneurs deal with a new scope of obligations. For that reason, the Act on Registration of Sales is discussed, including its difficult passages concerning its real application. Unfortunately, some questions are not covered by the Act (by law). The readiness of entrepreneurs for new requirements is illustrated by a short survey carried out among the entrepreneurs within the first stage of the Electronic Registration. The analysis concludes that the implementation of law is not easy and that the official sources change their opinions quickly. The entrepreneurs knew the reasons for the implementation of the Electronic Registration and they also knew how to actually do it. Despite of that, the uncertainty is pervasive. The available sources of information were considered insufficient. The thesis describes what to do to comply with the requirements given by law and finally it depicts how the new regulation is accepted among the entrepreneurs.
