Financing the State Budget Deficit

Abstract:

Diploma thesis deals with the analysis of development of the state budget deficit in Czech republic and financing from the perspective of the state as emitent of short-term and long-term bonds. It characterizes the state budget, the cause of the budget deficit and its consequences. Money management of Czech republic has since 1996 ended in state budget deficit, which is financed mostly by short-tem, mid-term and long-term state bonds. Attention is paid to the analysis of the state bonds and the state bond market in Czech republic. The last chapter consist of the prediction of further development of the state budget and the development of the state depths. Money management of Czech republic was compared to other European countries in order to see the difference of bonds between one another. At the end of the thesis the tendency of further development of depth financing was set, which is significantly affected by the situation in international financial markets and the monetary policy of central banks.

Abstract:

Diplomová práca sa zaoberá analýzou vývoja schodku štátneho rozpočtu v Českej republike a financovania z pohľadu štátu ako emitenta krátkodobých a dlhodobých dlhopisov. Charakterizuje štátny rozpočet, príčiny vzniku schodku štátneho rozpočtu a jeho dôsledky. Hospodárenie ČR od roku 1996 končí schodkom štátneho rozpočtu, ktorý je z veľkej prevahy financovaný prostredníctvom krátkodobých, strednodobých a dlhodobých štátnych dlhopisov. Pozornosť je zameraná na analýzu štátnych dlhopisov a trhu štátnych dlhopisov v ČR. Posledná kapitola pozostáva z predpokladu ďalšieho vývoja schodku štátneho rozpočtu a vývoja štátneho dlhu. Bolo porovnané hospodárenie ČR s ostatnými európskymi krajinami a vykonaná komparácia výnosov českých štátnych dlhopisov so zahraničnými. V závere práce boli stanovené tendencie ďalšieho vývoja dlhového financovania, ktorý výrazne ovplyvňuje aj situácia na medzinárodných finančných trhoch a menové politiky centrálnych bánk.
