The Activity of Officers of the Criminal Investigation Unit at the Local Department of Opava in the Area Of Non-alcohol Substance Dependence and its Effectiveness

Abstract:

Diplomová práce se zabývá činností policistů 2. oddělení obecné kriminality, územní odbor Opava, zařazených do pracovní skupiny Toxi a popisuje jejich práci na úseku nealkoholové toxikomanie. První část diplomové práce se zaměřuje na samotnou problematiku návykových látek, popisuje jejich rozdělení, samotné látky a v neposlední řadě také účinky těchto látek na lidský organismus. Zabývá se rozdělením samotné Policie České republiky, přiblíží činnost jednotlivých útvarů a také se bude zabývat samotným trestním řízením, přesněji pak tzv. přípravným řízením. Praktická část se pak bude zabývat jednotlivými příběhy samotných uživatelů návykových látek, které cesta svedla až tak daleko, že museli být řešeni Policií České republiky. Bylo s nimi zahájeno trestní stíhání a ve většině případů také byli odsouzeni příslušným soudem. Hlavním úkolem praktické části pak bylo zjistit, zda samotné trestní řízení a případné odsouzení mělo na tyto osoby takový vliv, že je to odradilo v dalším páchání trestné činnosti na úseku nealkoholové toxikomanie.

Abstract:

This diploma thesis deals with activities of police officers of the 2nd General Crime Department in Opava, who are also members of the Toxi working group. The thesis also describes the officers’ work in the field of non-alcoholic addiction. The first part of the thesis focuses on the issue of addictive substances itself, describes their distribution, the substances themselves, and, last but not least, the effects of these substances on the human organism. It defines the division of the Police of the Czech Republic itself, lays out the activities of individual departments and also delves into the criminal proceedings themselves, more precisely the so-called preparatory procedure. The practical part then presents individual stories of the substance abusers themselves, whose journey took them to such an end, that they had to be dealt with by the Police of the Czech Republic. Criminal proceedings were initiated against them, and in most cases they were also convicted by the competent court. The main aim of the practical part was to find out whether the criminal proceedings themselves, together with whether the possible convictions had such an effect on these persons, that it discouraged them from committing further crimes in the non-alcoholic substance abuse area.
