Abstract:

Diplomová práce "Teorie cirkulace elit a komunální politika" se věnuje roli elit ve společnosti. Pro společnost je typické rozdělení na menšinu, co vládne a masu, která je ovládána. Společnost sama generuje elity, které jsou chápány jako nezbytná součást života. Cílem práce je propojit teoretické studium o politických elitách v politické filosofii a politické sociologii s konkrétním případem, kterým je komunální politika v České republice. Nejprve jsou vyloženy základní pojmy z hlediska politické filosofie, s kterými se v práci operuje. Následuje popis klasické teorie elit a představení hlavních autorů, včetně cirkulace elit Vilfreda Patera, jenž je pro práci klíčový. Cirkulace elit je v politice častým a základním jevem, nejčastějším důvodem cirkulace je, že existuje poměrně malé množství lidí, kteří mají zájem na přímé politické participaci. Druhá část práce je založena na empirickém šetření. Zde je cílem přinést nové poznatky o elitách, cirkulaci elit a zhodnotit působení elit na komunální úrovni v Roudnici nad Labem.

Abstract:

The thesis "Theory of circulation of elites and communal politics" is concerned with the role of elites in society. It is typical for society, that it is divided into two groups - minority, which rule and majority, which is being ruled. Society itself generates elites, which are perceived as integral part of life. The aim of this thesis is to connect theoretical study of political elites in political philosophy and political sociology with concrete instance - communal politics in Czech Republic. Firstly, some fundamental terms of political philosophy are explained. Subsequently, classical theory of elites is described and main authors are presented. Among them is Vilfredo Pareto with his theory of circulation of elites, which is essential for the thesis. Circulation of elites is usual and basic phenomenon in political sphere. Most frequent reason for circulation is the fact, that there is relatively small number of people, which have interest in direct political participation. Second part of thesis is based on empirical research with the aim of bringing new knowledge about elites and their circulation. Its purpose is also to evaluate workings of elites at communal level in Roudnice nad Labem.
