Analysis of transfers in a selected organizational unit of the state

Abstract:

Diplomová práce analyzuje čerpání transferů ve vybrané organizační složce státu. Teoretická část práce je věnována vymezení veřejného sektoru a veřejných financí, hospodaření vybraných účetních jednotek, postupům účtování o transferech v organizačních složkách státu. Blíže je práce zaměřena na dotace z fondů EU jakožto součást transferů. V praktické části je na vybraném realizovaném projektu provedena analýza čerpání dotací a představen jejich dopad do rozpočtu a účetnictví organizace. Poznatky z provedené analýzy jsou shrnuty, identifikovány největší problémy při čerpání dotací a navržena opatření ke zlepšení.

Abstract:

Diploma thesis analyzes the drawing transfers in the selected organizational unit of the state. The theoretical part is devoted to the definition of the public sector and public finances, the economy of selected accounting units, accounting procedures for transfers in the organizational units of the state. In more detail, the thesis is focused on subsidies as part of the transfers. In the practical part, an analysis of the drawing of subsidies is performed on a selected project, which was implemented by the organization, and their impact on the budget and accounting of the organization is presented. The findings of the analysis are summarized, the biggest problems in drawing subsidies are identified and measures for improvement are proposed.
