Consistency between international accounting standards of public administration with the Czech accounting municipalities, cities and counties

Abstract:

Téma bakalářská práce „Soulad mezinárodních účetních standardů veřejné správy s českým účetnictvím obcí, měst a krajů“ je zaměřena na reformu účetnictví ve veřejné správě, kterým účetnictví prošlo v roce 2010, dále se zaměřuje na komparaci IPSAS s českou účetní legislativou a v neposlední řadě i na srovnání konkrétních IPSAS s českými účetními standardy. V úvodu bakalářská práce řeší nejen otázku veřejného sektoru, jeho fungování, rozdělení, ale i veřejnou správu, která celý veřejný sektor řídí. Dále se práce se zaobírá mezinárodními účetními standardy, jejich zněním, a subjekty, které se jimi řídí. Rovněž je zde popsán rozdíl mezi standardy veřejné správy a českou účetní legislativou. Důraz je kladem na reformu účetnictví, která výrazným způsobem ovlivnila účetnictví obcí, měst a krajů v České republice. Praktická část se zabývá vybranými účetními standardy a jejich komparací s českými účetními standardy.

Abstract:

The topic of this thesis – Consistency between international accounting standards of public administrativ with the Czech accounting municipalities, cities and counties – is focused on reform of accountancy in public administration, which took place in 2010. The thesis also offer the comparison of IPSAS with czech accounting legislation and even the comparison of particular IPSAS with czech accounting standards and norms. The theoretical part of the thesis addresses the question of public sector, its function and partition. The public administration, which controls the whole public sector, is mentioned as well. Thesis also contains informatik about international accounting standards, its wording, and subjects which follow these standards. The difference between public administrativ standards and czech accounting legislation is also described. Emphasis is place despecially on accountancy reform, which significantly influenced the accounting of municipalities, cities and counties in Czech Republic. The practical part of this thesis deals with chosen accounting norms and the comparison with czech accounting norms.
