Popis a srovnání pravidel Basel II s novými pravidly Basel III

Abstract:

Rizika spojená s bankovnictvím jsou častým tématem v oblasti bankovnictví a to především po předchozích finančních krizích, které zdůraznily důležitost stability bankovního systému a nutnost regulací v něm. Cílem práce je popsat pravidla Basel II a Basel III a na základě tohoto popisu následně tato pravidla porovnat. Popis pravidel Basel II není v této práci tak podrobný jako je tomu v případě popisu Basel III. Práce je zaměřena v detailu na Basel III z důvodu, že tento standard je nový a v praktickém životě dosud neimplementovaný. Tudíž vypracovaných studií na toto téma není tolik, jako je tomu v případě Basel II. V práci je uvedeno i několik očekávaných vedlejších dopadů po uvedení Basel III do bankovního systému. Součástí práce je také uvedení časového plánu, které banky budou muset dodržet pro splnění všech požadavků na ně kladených v rámci Basel III. Kromě výše uvedeného práce nabízí přehled do problematiky bankovních rizik a popis historie a důvody vzniku obou standardů.

Abstract:

Bank risks are very often involved in discussions relating to banking system. Recently, it is caused by financial crisis which emphasized the importance of the stability in banking system and regulation need. The goal of this thesis is a description of both Basel II and Basel III standard. The comparison of these standards is also included at the end of this thesis. The main focus of this thesis is on the detail Basel III standard description. Concerning Basel II, a summary of this standard is part of this thesis as well. The Basel III is a new standard which is not implemented yet in the banking system. So, there are not so many articles about this new Basel accord in the comparison with the Basel II. The detail description, expected impacts and implementation plan are also included. This plan is mandatory for banks to fulfil all Basel III requirements. Furthermore, there is an overview of all banking risks and their characteristics.
