Application of the Second Order Elections Theory on the Czech Parliament Senate Elections

Abstract:

V bakalářské práci jsou ověřovány hypotézy teorie voleb druhého řádu na senátních volbách v České republice konaných v letech 2002, 2004, 2006, 2008, 2010 a 2012. Základem pro stanovení hypotéz o volbách druhého řádu Karlheinze Reifa a Hermanna Schmitta byly volby do Evropského parlamentu, které se poprvé konaly v roce 1979. Tato teorie nicméně odpovídá i volbám na ostatních úrovních, které nejsou volbami prvního řádu, v tomto případě volbami do Poslanecké sněmovny. Pro účely této práce byly použity volby do Poslanecké sněmovny v roce 2002, 2006 a 2010. V první části práce je představena teorie voleb druhého řádu, volební systém do Poslanecké sněmovny a volební systém do Senátu. V druhé části práce jsou ověřovány hypotézy na základě empirických dat a v závěrečné části práce jsou výsledky analyzovány a zhodnoceny hypotézy teorie voleb druhého řádu v kontextu voleb senátních.

Abstract:

In the Bachelor's thesis are verified hypotheses of second-order elections theory on the Senate elections in Czech Republic held in years 2002, 2004, 2006, 2008, 2010 and 2012. The basis for determination of the hypotheses about the second-order elections of Karlheinze Reifa and Hermann Schmitt were the elections to the European Parliament, which were first held in 1979. However, this theory corresponds to elections on other levels, which aren´t the first-order elections, in this case the elections to the Chamber of Deputies. For the purpose of this thesis were used the elections to the Chamber of Deputies in 2002, 2006 and 2010. In the first part of the thesis is presented the theory of second-order elections, the electoral system in the Chamber of Deputies and in the Senate. In the second part of the thesis are verified hypotheses on the basis of empirical data. In the final part are analysed the results and the hypotheses of second-order elections theory are evaluated in context of elections to the Senate.
