Analysis of the Financing of Operational Employment Programs from the Funds of the European Union in the Czech Republic in the Period of Two Exogenous Crises of the 21st Century

Abstract:

Hospodářské krize jsou dlouhodobou součástí tržně komfortních ekonomik. Z každé krize by měl vyplynout souhrn znalostí a zkušeností, které se mohou aplikovat při další krizi. Bakalářská práce hloubkové analyzuje, kvantifikuje a následně komparuje poskytnuté finanční prostředky na řešení finanční krize v letech 2008-2010 a pandemie COVID-19 v letech 2019-2021, které byly poskytnuty prostřednictvím Evropského sociálního fondu. Dále se také zaměřuje na formu a četnost paternalistických zásahů, které stát během krizí prováděl. Během krizí vznikly dva projekty, které se zaměřovaly hlavně na udržení zaměstnanosti a prosperity podniků na území ČR. Během finanční krize se jednalo o projekt Vzdělávejte se!, který se zaměřoval na školení zaměstnanců ve firmě. Při pandemii byl spuštěn program Antivirus, který pomáhal zvládnout toto období pomocí finančních prostředků, které byly propláceny při splnění daných podmínek. Práce je zpracována formou literární rešerše domácí a zahraniční literatury, hloubkové analýzy získaných dat, kvantitativní analýzou a intertemporální komparace. V závěru práce se potvrdila hypotéza celé bakalářské práce, která měla prokázat, zda docházelo k větší pomoci v druhém období, tj. pandemii a zda zde stát více paternalisticky zasahoval.

Abstract:

Economic crises are a long-term part of comfortable market economies. Each one the crisis should result in a summary of knowledge and experience that can be applied in the next crisis. The bachelor's thesis in-depth analyses, quantifies and then compares the financial resources provided to solve the financial crisis between 2008-2010 and the COVID-19 pandemic between 2019-2021, which were provided through the European Social Fund. It also focuses on the form and frequency of paternalistic interventions carried out by the state during crises. During those crises, two projects were created, which focused on maintaining employment and the prosperity of businesses in the Czech Republic. During the financial crisis it was project called Vzdělávejte se!, which focused on training employees in the company. During the pandemic, the project Antivirus was launched, which helped to manage this period with funds that were reimbursed when specific conditions were met. The work is prepared in the form of a literary search of domestic and foreign literature, in-depth analysis of the obtained data, quantitative analysis and intertemporal comparison. At the end of the thesis, the hypothesis of the entire bachelor's thesis was confirmed, which was to supposed prove whether there was more help in the second period, i.e. the pandemic, and whether the state intervened more paternalistically.
