The use of modern communication technologies as a tool for the control of society

Abstract:

Dopady využívání ICT na společnost úzce souvisí s aktuálními specifickými podmínkami a je závislý na okolním prostředí i jednání aktérů na různých úrovních. V řadě případů bývají ICT používány k nedemokratickým praktikám, a to v politických režimech různých typů. Cílem práce je určit a porovnat základní charakteristiky systému kontroly internetu v Rusku a v Číně, a dále specifikovat, jaké metody aplikují státní orgány těchto zemí ve sféře používání ICT ke konrole společnosti. Stanovený cíl je na základě provedeného výzkumu realizován v závěru práce v podobě strukturovaných tabulek, které poskytují stručný přehled specifik obou zemí v oblasti kontroly internetu a uplatňovaných metod používání ICT jako nástroje ke kontrole společnosti.

Abstract:

The impact of using information and commuication technologies (ICT) on society is closely related to the current specific conditions and is dependent on the surroundings and behaviour of actors on different levels. In many cases and in various political regimes, ICT are being used for non-democratic purposes. The aim of this thesis is to specify and compare basic characteristics of the systems of internet control in Russia and China, and to identify which methods are being applied by these states for using ICT to control the society. As the result of the research, the stated aim is accomplished in the conclusion of the thesis in the form of structured tables, which give the brief summary of the specifics of the both countries in the field of internet control and the applied methods of using ICT as a tool for the control of society.
