Analysis of some chosen factors influencing social transfers in the Czech Republic (in the years 2000 - 2007)

Abstract:

Hlavním cílem bakalářské práce je analyzovat vývoj sociálních transferů v letech 2000 – 2007. Pro analýzu byly vybrány nejdůležitější druhy sociálních výdajů, to je důchodové pojištění, nemocenské pojištění a státní sociální podpora, které jsou považovány za nejrozsáhlejší. První část popisuje redistribuční funkci a sociální politiku. Hlavní roli má stát, který pomáhá občanům, kteří žijí ve špatných životních podmínkách a nemohou je změnit bez pomoci. Druhá část je věnována analýze vývoje vybraných sociálních transferů v letech 2000 – 2007. V této části jsou také popsány a definovány dílčí sociální transfery. Třetí část analyzuje demografický vývoj a politický populismus. Demografický vývoj ovlivňuje výdaje na dávky na důchodové pojištění a dávky státní sociální podpory, především přídavky na dítě, rodičovský příspěvek a porodné. V další části kapitoly jsou porovnány volební programy vládnoucích politických stran z oblasti sociální politiky. Ve čtvrté kapitole je nastíněn budoucí vývoj dávek důchodového pojištění, nemocenského pojištění a státní sociální podpory. Z analýzy problematiky sociálních transferů v České republice v letech 2000 – 2007 je zřejmé, že roste počet obyvatel v důchodovém věku. Z uvedených tendencí vyplývá, že v příštích letech nastane problém s výdaji na dávky důchodového pojištění.

Abstract:

The main goal of my bachelor thesis is to analyse the development of social transfers in the years 2000 - 2007. For analysis the most important types of social expenditures i. e. pension insurance, sickness insurance and state social support were selected. These social expenditures are considered to be the largest. The first part describes the redistribution function and the social policy. The main role plays the state that helps citizens who live in bad living conditions and who cannot change it without help. The second part is devoted to the analysis of the development of chosen social transfers in the years 2000 - 2007. The partial social transfers are defined and described in this part as well. The third part deals with demographic development and political populism. Expenditures on pension insurance benefits, sickness insurance benefits and state social support benefits especially child allowance, parental allowance and birth grant are influenced by demographic development. In the next part of this chapter election programs of ruling political parties are compared. In the fourth part the future development of pension insurance, sickness insurance and state social support is outlined. It is clear from analysis of the social transfers issue in the Czech Republic in the years 2000 – 2007 that the number of inhabitants in retirement age is growing. These trends show that in coming years the problem with spending for pension insurance benefits will turn up.
