Effectiveness of gambling regulation in the Czech Republic

Abstract:

Hrací automaty jsou považovány za nejnávykovější a nejškodlivější druh hazardu. Jejich návykovost a poměrně vysoká dostupnost mohou vést ke zvýšenému výskytu patologického hráčství ve společnosti, což s sebou přináší nemalé společenské náklady. Tato práce jednak zkoumá, jak se vyvíjel počet hracích automatů v kontextu změn loterijního zákona, a jednak identifikuje faktory, které ovlivňují přísnost regulace hracích automatů v obcích v České republice. Legislativní pravidla umožnila v posledních letech poměrně výrazný nárůst počtu hracích automatů. V současné době počet automatů opět klesá, protože obce získaly možnost omezovat provoz automatů na svém území pomocí obecně závazných vyhlášek. Výsledky regresní analýzy ukazují, že častěji k omezení provozu hracích automatů dochází v okresech s vyšší mírou nezaměstnanosti a vyšší kriminalitou. Přísnost regulace hracích automatů v jednotlivých obcích se zvyšuje s počtem hracích automatů na osobu a s rostoucím podílem vysokoškolsky vzdělaných obyvatel v obci. Vyšší účast ve volbách do obecních zastupitelstev naopak snižuje pravděpodobnost přísnější regulace hracích automatů.

Abstract:

Gambling machines are considered to be the most addictive and most harmful type of gambling. Their addictiveness and relatively high accessibility can lead to higher prevalence of pathological gambling which causes significant social costs. This paper focuses on two things - it describes the changes in the number of gambling machines in the context of changes in the lottery act and it identifies factors that determine how strict is the regulation of gambling machines in the municipalities in the Czech Republic. Legislative rules allowed relatively high increase in the number of gaming machines operated in the country. Nowadays the number of gambling machines is declining because municipalities gained the authority to regulate the number of gambling machines on their territory by generally binding municipal ordinances. Results of the regression analysis indicate that gambling machine regulation is more common in districts with higher unemployment and crime rates. In individual municipalities the strictness of regulation increases with the number of gambling machines per capita and with increasing share of inhabitants with tertiary education. Higher voter turnout at the municipal elections indicates a less restrictive regulation of gambling machines.
