Municipalities with an authorized municipal office and their position within the public administration system

Abstract:

Bakalářská práce se zabývá tématem obce s pověřeným obecním úřadem a jejich postavení v rámci systému veřejné správy v České republice. Zjišťuje, jak územní reformy ovlivnily strukturu a organizaci veřejné správy. Zabývá se postupným vývojem a činnostmi obce s pověřeným úřadem. Práce pracuje s hypotézou, zdali je postavení a význam těchto obcí fungování veřejné správy přínosné. Analyzuje důvody k vzniku mezistupně mezi obcí s rozšířenou působností a obce prvního stupně. Vyhodnocování proběhlo pomocí dotazníku zástupcům obcí s pověřeným úřadem a rozhovorem s odborníky na veřejnou správu. Výsledkem je, že existence druhého typu obcí není nijak přínosná a mělo by dojít k další reformě veřejné správy.

Abstract:

The bachelor's thesis deals with the topics of municipalities with authorized municipal authorities and their position within the system of public administration in the Czech Republic. It investigates how territorial reforms affect the structure and organization of public administration. The thesis works with the hypothesis of whether the status and importance of these municipalities is beneficial to the functioning of public administration. It analyzes the reasons for the emergence of an intermediate level between municipalities with extended jurisdiction and municipalities of the first level. The evaluation was carried out by means of a questionnaire to representatives of municipalities with the authorized office and an interview with experts in public administration. The result is that the existence of the second type of municipalities is not beneficial in any way and further public administration reform should take place.
