Comparison of the selected work-life balance policies in the Czech and Slovak Republic

Abstract:

Účast žen na trhu práce se stala v dnešní společnosti nejen ekonomickou nezbytností, ale pro mnohé z nich je základem jejich sociální a osobní identity. Ženy matky, ve srovnání s muži či ženami bezdětnými, jsou však ve větší míře zatíženy mimo své pracovní povinnosti i hlavní odpovědností za péči o děti a chod domácnosti. A právě častý nesoulad těchto dvou životních sfér a snahy o jejich eliminaci jsou tématem v dnešní společnosti nezbytným, neboť slaďování rodinného života se životem pracovním není jen věcí jednotlivce, ale dotýká se celé společnosti, zejména pak státu a trhu práce. Cílem této práce je nahlédnout, jak se s touto problematikou vyrovnávají dvě sousední země, Česká a Slovenská republika. Jak tyto země, v podobě vybraných státních intervencí, mohou napomáhat či naopak oslabovat možnosti žen pečujících o děti předškolního věku účastnit se trhu práce. Na tyto politiky nahlížíme prizmatem gender perspektivy ve vztahu k pečující roli, k trhu práce a i ke vztahům se zaměstnavateli. Sledujeme i hledisko kompenzace příjmů a možnosti externalizace péče, které je našim základem pro srovnání koncepcí jednotlivých opatření v analyzovaných státech a v jejich hodnocení, zda podporují výhradní rodičovskou péči a tedy model rodiny s jedním pracovním příjmem či model rodiny s dvěma pracujícími rodiči.

Abstract:

Women´s involvement in the employment market has become not only economic necessity in today´s society but also the base for their social and personal identity for many of them. Women mothers, when compared to men or childless women, are tasked in greater extent outside their duties at work with main responsibility for child welfare and household. And disharmony in these two spheres of life along with the endeavour for its elimination are necessary topics for today´s society because harmonizing the family life with the work life is not only a matter of an individual but it also concerns the whole society, the government and the employment market in partcular. The aim of this work is to look into how two neighbouring countries, the Czech and the Slovak Republic, approach this problem. How are these countries able to support women in form of given state interventions or on the other hand weaken opportunities of women looking after pre-school children to take part in the emplyment market. We look at this policies with prism of gender perspective in relation to the solicitous role, to the employment market and to relations with employers as well. We also observe the aspect of income compensation and the possibilities of external care which are the bases for comparison of particular measures in analysed countries and in their evaluation of supporting the model of the family with one income or the model of the family with two working parents.
