The profession of a curator and the organization of social administration in the Czech Republic

Abstract:

Autorka v této teoreticko-empirické studii vychází z praktického problému profesionalizace veřejné správy. Uplatňuje hledisko institucionální analýzy a pokouší se identifikovat podmínky organizace veřejné správy a nalézt tak možné zdroje konfliktů odehrávajících se v tomto organizačním prostředí. Identifikuje takové kulturní a strukturální konflikty, které mohou bránit naplnění cílů sociální inkluze cílových skupin sociálních kurátorů v České republice.Empirická část je koncipována jako případová studie, kdy autorka na základě studia dokumentů, dotazníkového šetření organizační kultury a provedení skupinového polostrukturovaného rozhovoru se sociálními kurátory vybraného úřadu objasňuje, jak se projevuje profesionální orientace sociálního kurátora na pracovišti a nakolik je profesionální orientace sociálních kurátorů homogenní či heterogenní vzhledem k organizačním pravidlům úřadu, kde působí. V závěru konkretizuje konflikty na pracovišti, jež negativně ovlivňují poskytování služeb klientům.

Abstract:

The author of this theoretical and empirical study deals with a practical issue of the professionalization of public administration. Implementing the aspect of institutional analysis she tries to identify the conditions of the organization of public administration and thus determine possible sources of conflicts that arise in the organization of public administration. The author identifies such cultural and structural conflicts that can obstruct the fulfillment of goals of social inclusion of curators’ clients in the Czech Republic. The empirical part is conceived as a case study. Based on the study of documents, questionnaires investigating organizational culture and a group discussion with curators of a particular office, the author explains how professional erudition of curator is being demonstrated in the workplace and into what extent the professional abilities of curators are homogenous or heterogeneous in relation to organizational policies of the offices they work in. In conlusion the author gives concrete examples of conflicts in the workplace that affect providing of services for target clients (potential subjects of social exclusion).
