Sport support as a part of public budgets

Abstract:

Financování sportu a tělovýchovy prochází v posledním období zásadními legislativními změnami. Změny zasahují jak tvorbu zdrojů na financování sportu tak systém jejich přerozdělování. Jako zásadní vidím výpadek tvorby zdrojů pro oblast sportu podnikem Sazka a změny ve zdanění hazardu a v přerozdělovacích mechanismech výnosů z hazardu. V teoretické části bakalářské práce popisuji historii sportu a tělovýchovy, identifikuji stávající sportovní legislativu, nastiňuji možné hrozby sportu v 21. století a zabývám se financováním českého sportu. V praktické části bakalářské práce analyzuji platnou legislativu s cílem nalezení efektivnějšího financování sportu. Prokazuji výhodnost využití §15 a §20 zákona o dani z příjmů pro financování sportu. Navrhuji opatření k většímu využití výše uvedených paragrafů pro snížení přerozdělovacích mechanismů, zvýšení adresnosti financování sportu a úspoře v rozpočtech domácností. Věřím, že aplikace mnou nastíněného postupu, přinese do sportu další finanční prostředky, které budou poskytovatelem adresně směrovány přímo tam, kde to samotný poskytovatel preferuje.

Abstract:

The financing of sport and physical education chnges through the last years significant legislative. The changes affect both the creation of resources for the financing of sport as a system of redistribution. As a fundamental failure to see the creation of resources for sport Lottery and changes in taxation and redistribution mechanisms gambling revenues from gambling. In the theoretical part describes the history of sport and physical education, identify existing sports legislation outlines the possible threats sport in the 21st century and deal with the funding of Czech sport. In the practical part of the thesis will analyze the legislation in force with a view to finding a more efficient sports funding. I show advantages of the use of § 15 and § 20 of the Law on income tax to fund the sport. Proposes measures to increase the use of the above sections to reduce the redistributive mechanisms, increased targeting of funding for sport and savings in the household budget. I believe that the procedure outlined by me, bring in sports other funds that will be channeled directly to the provider of direct address, where the provider of preference.
