Tato práce má za úkol přiblížit čtenářům problematiku řízení o přestupcích, zejména pak postup správních orgánů při aplikaci norem přestupkového práva. Při tvorbě přestupkového zákona bylo hlavním cílem zákonodárce vést občany k dodržování zákonů a souvisejících právních předpisů a chránit tak zájmy společnosti před jednáním osob, které je porušují či ohrožují.
