Economic Diversification in Qatar

Abstract:

Čas je velmi relativní pojem a rychlost jeho běhu se zvyšuje, když se musí v časové tísni aktivně jednat a současně plánovat kroky a strategie pro budoucí rozvoj. Je tedy obtížné si představit situaci zemí jako právě Katar, které jsou zcela závislé na bohatství z neustále ubývajících neobnovitelných zdrojů v podobě ropy nebo zemního plynu. Limitováni množstvím rezerv svého přírodního bohatství, musí tyto „Resource-Based“ země připravit různé diverzifikační plány, které by chránily ekonomiku před cenovými šoky vyvážených komodit a v budoucnu aspoň z části mohly pokrýt ztráty příjmů z exportu vytěžených a následně zpracovaných komodit. Hlavním cílem této bakalářské práce je zjistit, jak Katar diverzifikuje svoji ekonomiku a následně zhodnotit, zda jsou tyto postupy efektivní. Bude se jednat tedy o identifikaci a analýzu diverzifikačních strategií stanovené katarskými autoritami, které definují kam a jak Katar soustředí své investice a následně zhodnotit a podložit efektivitu těchto kroků na bázi komparace aktuálních dat s daty za uplynulé roky. Mezi vedlejší cíle patří otázka vlivu výkyvů cen ropy a zemního plynu na diverzifikaci, poukázat na nebezpečí ne-diverzifikace, nebo také zjistit, jaké jsou překážky pro úspěšnější diverzifikaci ekonomiky v Kataru. Tato bakalářská práce zahrnuje několik studií z prostředí Kataru a celého regionu Perského zálivu z oblasti diverzifikace ekonomiky a závislosti na přírodním bohatství. Teoretické poznatky, které tvoří základ teoretické části této bakalářské práce, jsou čerpány z knih, článků nebo studií renomovaných autorů, zabývajících se problematikou diverzifikace a rozvoje ekonomik Perského zálivu, jako jsou mimo jiné např. Sami Mahroum, Rabah Arezki, Giacomo Luciani, Paolo Saviotti, nebo např. Matthew Gray. Konfrontace těchto teoretických základů se statistickými daty nakonec tvoří komplexní analýzu katarské ekonomiky ve vztahu k její diverzifikaci.

Abstract:

Time is a very relative concept, and the speed of its passage increases when one has to be proactive in the face of time constraints and at the same time plan actions and strategies for future development. It is therefore difficult to imagine the situation of countries such as Qatar, which are entirely dependent on the wealth of ever-dwindling non-renewable resources in the form of oil or natural gas. Constrained by the amount of reserves of their natural wealth, these 'Resource-Based' countries have to prepare various diversification plans that would protect the economy from price shocks of exported commodities and in the future could at least partially cover the loss of revenues from the export of extracted and subsequently processed commodities. The main objective of this thesis is to determine how Qatar is diversifying its economy and then to assess whether these practices are effective. Thus, it will be to identify and analyze the diversification strategies set by the Qatari authorities that define where and how Qatar concentrates its investments and then evaluate and substantiate the effectiveness of these steps based on a comparison of current data with data from past years. Sub-objectives include the question of the impact of oil and gas price fluctuations on diversification, to highlight the dangers of non-diversification, or to identify the barriers to more successful economic diversification in Qatar. This thesis includes several studies from Qatar and the entire Gulf region on economic diversification and natural resource dependence. The theoretical findings that form the basis of the theoretical part of this bachelor thesis are drawn from books, articles or studies by renowned authors dealing with the diversification and development of the Gulf economies, such as Sami Mahroum, Rabah Arezki, Giacomo Luciani, Paolo Saviotti, and Matthew Gray, among others. The confrontation of these theoretical foundations with statistical data ultimately forms a comprehensive analysis of the Qatari economy in relation to its diversification.
