Spatial Planning, state and development in the selected region

Abstract:

Tato diplomová práce se zabývá současným stavem a vývojem územního plánování v Jihomoravském kraji. Práce je rozdělena na literární rešerši a aplikační část. V literární rešerši je řešena problematika územního a strategického plánování v České republice, doplněná o některé další formy plánování v krajině. Tato část také obsahuje popis stavu územního plánování v České republice či zhodnocení krajů dle podílu obcí s platným územním plánem. Poslední téma literární rešerše zmiňuje problematiku adaptace adaptace sídel na změnu klimatu. V aplikační části práce je analyzován a vyhodnocován vztah územního a strategického plánování ve městech Blansko, Břeclav, Hodonín, Vyškov a Znojmo. Analýza a vyhodnocení daných území se vztahuje na tematické okruhy zastoupení zeleně, (znovu)využití brownfieldů, zábor zemědělského půdního fondu, zajištění pitné vody, protipovodňových opatření a zadržování vody v krajině. Poznatky z vyhodnocení územních a strategických plánů jsou poté implementovány na katastrální území Velkých Opatovic, kde jsou z větší části navrženy prvky adaptačních opatření. Na závěr pak je v práci obsažena diskuze, kde jsou zahrnuty pohledy ostatních autorů na vztah územního a strategického plánování či na problematiku týkající se adaptace sídel na změnu klimatu.

Abstract:

This diploma thesis deals with the state and the developmnet of South Moravian region. The thesis is devided into literary research and application part. The literary research addresses the issue of spatial and strategic planning in the Czech Republic, supplemented by some other forms of Landscape planning. This section also describes state of spatial plannning in the Czech Republic and evaluation of regions according to the share of municipalities with a valid spatial plan. Lastly, the adaptation of settlements to climate change is mentioned in the literature research. The application part of the thesis analyzes and evaluates the relationship between spatial and strategic planning in the cities Blansko, Břeclav, Hodonín, Vyškov and Znojmo. The analysis and evaluation of the given areas applies to the thematic areas of greenery, reusing of brownfields, occupation of agricultural land, the provision of drinking water, flood control measures and water retention in the landscape. The findings from the evaluation of spatial planning and strategic plans of cities are then implemented in the cadastral area of Velké Opatovice, where elements of adaptation measures are mostly proposed.
