Analysis of macroeconomic impacts and causes of the deficit of the Czech state budget in 1993-2020

Abstract:

Cílem práce je pomocí analýzy vývoje státního rozpočtu a hospodaření jednotlivých vlád v letech 1993-2020 zjistit, jaké faktory způsobují dlouhodobé rozpočtové deficity v České republice, jaké jsou následky těchto deficitů a pokusit se na základě získaných poznatků z teoretické části a provedené analýzy z části praktické navrhnout určité řešení, jak by se dalo nadměrným schodkovým rozpočtům předcházet do budoucna. Teoretická část se zabývá rozpočtovými zásady, státním rozpočtem a typy jeho sald. Následně pojednává o fiskální a rozpočtové politice, fiskální nerovnováze a typech rozpočtových deficitů. Poté jsou zkoumány příčiny a následky schodkových rozpočtů, teoretické přístupy k deficitu státního rozpočtu a nakonec jsou navrženy doporučení jak pro rozpočtovou politiku, tak i pro zefektivnění veřejných výdajů. Praktická část analyzuje vývoj státního rozpočtu, celkový ekonomický vývoj státu a hospodaření jednotlivých vlád v období let 1993-2020. Celá praktická část je rozdělena do sedmi bloků podle vládnoucích stran. Následně pomocí grafů je sledován a analyzován jednak vývoj státního dluhu, jednak vývoj celkových a mandatorních výdajů státního rozpočtu. Z analýzy vyplývá, že hlavními příčinami rozpočtových deficitů jsou nepřiměřeně rostoucí státní výdaje, zejména výdaje mandatorní (které jsou do velké míry ovlivněny stále se zvyšujícími důchodovými dávkami), procyklická a nehospodárná politika většiny zkoumaných vlád. Následkem deficitů je neustále rostoucí státní dluh a s tím související dluhová služba a možné zvýšení daní do budoucna. Z tohoto důvodu východiskem dané situace je jednak provedení efektivní důchodové reformy, která výrazně sníží výdajovou stránku státního rozpočtu, jednak zodpovědná a dlouhodobě udržitelná fiskální a rozpočtová politika vlády, která by měla dbát na rozpočtovou odpovědnost a působit proticyklicky.

Abstract:

The aim of the thesis is to find out, through an analysis of the development of the state budget and the management of individual governments in 1993-2020, what factors cause long-term budget deficits in the Czech republic, what are the consequences of these deficits, and to try, based on the lessons learned from the theoretical part and the analyses executed in the practical part, to propose a certain solution for how excessive budget deficits could be prevented in the future.The theoretical part deals with budgetary principles, the state budget and the types of its balances. It then discusses the fiscal and budgetary policy, fiscal imbalances, and types of budget deficits. The causes and consequences of deficit budgets, theoretical approaches to the state budget deficit are then examined, and finally recommendations are proposed for both budgetray policy and for streamlining public spending.The practical part analyses the development of the state budget, the overall economic development of the state and the management of individual governments in the period 1993-2020. The entire practical part is divided into seven blocks according to the ruling parties. Subsequently, the development of the national debt and the development of total and mandatory expenditures of the state budget are monitored and analysed using the graphs.The analysis shows that the main causes of budget deficits are disproportionately rising government spending, in particular mandatory expenditures (which are largely affected by ever-increasing pension benefits), and the pro-cyclical and wasteful policies of most of the examined governments. The deficits result in ever-increasing national debt and related debt service and possible tax increases in the future. For this reason, the starting point for the situation is, on the one hand, the implementation of an effective pension reform, which will significantly reduce the expenditure aspect of the state budget, and, on the other hand, the responsible and long-term sustainable fiscal and budgetary policy of the government, which should pay attention to budgetary responsibility and act countercyclically.
