The role of local fees in the budget of Orlová

Abstract:

Cílem diplomové práce je zhodnotit postavení místních poplatků v rozpočtu města Orlové. Při zpracování diplomové práce jsou využita data ze závěrečných účtů Orlové, informačního portálu Ministerstva financí MONITOR a z ostatních veřejně dostupných zdrojů. Teoretická část se zabývá legislativním vymezením obce, územním postavením obce, soustavou místních poplatků v ČR a pravomocí obcí v této oblasti. Praktická část diplomové práce identifikuje místní poplatky města Orlové, zkoumá postavení jednotlivých místních poplatků v rozpočtu města, a to zejména ve vztahu k celkovým příjmům a ve vztahu k daňovým příjmům. A dále se věnuje využití výnosů z poplatků a u vybraných poplatků porovnává výnosy místních poplatků s náklady spojenými s jejich výběrem a správou.

Abstract:

The aim of the diploma thesis is to evaluate the position of local fees in the budget of the town of Orlová. Data from the final accounts of Orlová, the Information Portal of the Ministry of Finance MONITOR and other publicly available sources are used in the processing of the thesis thesis.The theoretical part deals with the legislative definition of the municipality, the territorial status of the municipality, the system of local fees in the Czech Republic and the powers of municipalities in this area. The practical part of the thesis identifies the local fees of the city of Orlová, examines the position of individual local fees in the city budget, especially in relation to total revenues and in relation to tax revenues. It also deals with the use of revenues from fees and compares the revenues of local fees with the costs associated with their collection and administration.
