The implementation of employment projects funded by ESF in Šumperk district

Abstract:

Předkládaná magisterská diplomová práce se věnuje procesní evaluaci dvou projektů (Absolvent v Olomouckém kraji a Nová perspektiva absolventů z Šumperska a Jesenicka) financovaných z prostředků Evropského sociálního fondu v okrese Šumperk. Hlavním cílem práce je odpovědět na to, jakým způsobem byly tyto lokální projekty realizovány v praxi. Objektem hodnocení jsou zejména cíle, determinanty, implementační deficity, organizace a průběh realizační fáze projektů. Odpovědi na výzkumné otázky byly získány prostřednictvím analýzy projektových dokumentů a polostrukturovaných rozhovorů s realizátory a účastníky projektů. Z výzkumu vyplynulo, že strategie a postupy tvůrců a realizátorů obou projektů byly vhodně zvolené a jednoznačně směřovaly k naplnění cílů projektů. To znamená, že poskytovaly cílové skupině absolventů škol adekvátní podporu směřující k jejich pracovnímu uplatnění. Hlavní důvody úspěchu projektů je možné připisovat jejich kvalitnímu organizačnímu zajištění, zkušenostem realizátorů s tvorbou a implementací projektů a vhodné kombinaci intervenčních nástrojů vycházejících z analýzy potřeb absolventů. Na základě výsledků výzkumu byla formulována rámcová doporučení pro realizátory projektů, ale i pro Ministerstvo práce a sociálních věcí.

Abstract:

The thesis deals with the process evaluation of two projects (Absolvent v Olomouckém kraji a Nová perspektiva absolventů ze Šumperska a Jesenicka) which are funded by the European Social Fund in Šumperk district. The main goal of the thesis is to get response which way were these local projects implemented in practice. The objects of evaluation are the goals, determinants, implementation deficits, organizations and the process of the implementation phase of projects. Responses of the research questions were obtained through the analysis of project documents, materials and semi-structured interviews with projects implementers and participants. The research proved that makers and implementers of both projects chose appropriate strategies and procedures. The implementation of these strategies and procedures leads to the fulfil the goals of researched projects. This finding points to the adequate support towards to the employability of the target group of graduates. The main reasons that the researched projects have succeeded are the effective project coordination and experiences of implementers with creating and implementing projects. The combination of intervention instruments has played an important role too. This combination was based on the analysis of the needs of graduates. Framework recommendations were formulated on the results of empirical research. The recommendations can be used for implementers of the projects as well as for the Ministry of Labour and Social Affairs.
