Tato závěrečná práce se věnuje ochraně občanů a jiných veřejných subjektů před nečinností ve veřejné správě. V teoretické části jsou vysvětleny základní pojmy, charakteristika a činnost veřejné správy, její pojetí, zásady, existence právní ochrany účastníků řízení a tím přiblíženo, co by veřejná správa konat měla.
