Education of police officers of the Police of the Czech Republic for the performance of crisis negotiations

Abstract:

Tématem této diplomové práce je edukace příslušníků Policie České republiky, potřebná pro výkon krizového vyjednávání. V teoretické části se autor obecně zmiňuje o Policii ČR, včetně základních informací o vzdělávání policistů, dále vymezuje pojmy, jež s danou problematikou souvisí, ale také uvádí jednotlivé kompetence policejního vyjednávače. Pro potřebu této diplomové práce autor nastudoval a užil odbornou literaturu a ostatní zdroje a materiály, týkající se tématu, ale taktéž metodiku Police České republiky, včetně platných souvisejících předpisů. V teoretické části autor diplomové práce použil poznatky, získané jednotlivými rozhovory s vyjednavači Policie České republiky. V empirické části diplomové práce se autor snaží zjistit, zda stávající systém a obsah profesního vzdělávání příslušníků Policie České republiky, konkrétně tzv. policejních vyjednávačů, odpovídá jejich individuálním vzdělávacím potřebám a požadavkům pro výkon krizového vyjednávání. Výzkum také zjišťuje, zda je předmětná edukace z jejich úhlu pohledu nastavena relevantně. Jelikož se jedná o velmi specifickou oblast policejní práce, zvolil autor této diplomové práce kvalitativní design výzkumu. Sběr výzkumných dat byl realizován metodou terénních poznámek výzkumníka, metodou polo-strukturovaných rozhovorů s jednotlivými policejními vyjednávači a metodou životního příběhu. Výzkumná data byla analyzována tematickou analýzou a byla představena narativní cestou.

Abstract:

The topic of this diploma thesis is the education of members of the Police of the Czech Republic, necessary for the performance of crisis negotiations. In the theoretical part, the author mentions the Police of the Czech Republic in general, including basic information about the training of police officers, further defines terms related to the given issue, but also lists the individual competencies of a police negotiator. For the purpose of this thesis, the author studied and used professional literature and other sources and materials related to the topic, as well as the methodology of the Police of the Czech Republic, including valid related regulations. In the theoretical part, the author of the diploma thesis used the knowledge gained from individual interviews with the negotiators of the Police of the Czech Republic. In the empirical part of the thesis, the author tries to find out whether the current system and content of professional training of members of the Police of the Czech Republic, specifically so-called police negotiators, corresponds to their individual educational needs and requirements for the performance of crisis negotiations. The research finds out whether the subject education is set up relevantly from their point of view. Since this is a very specific area of police work, the author of this diploma thesis chose qualitative design of research. The collection of research data was carried out by the method of the researcher's field notes, the method of semi-structured interviews with individual police negotiators and the life story method. The research data was analyzed by thematic analysis and presented in a narrative way.
