Political and Economical Aspects of EU Creation

Abstract:

Diplomová práce si klade za cíl identifikovat hlavní ekonomické a politické příčiny motivující vybrané státy ES ke zvýšené spolupráci v oblastech hospodářské a měnové politiky, která následně vyústila do dohody o HMU - významném prvku nově vzniklé Evropské unie. Text zkoumá období konce 70., dále především 80. a počátku 90. let 20. století, kdy došlo k zásadním rozhodnutím směřujícím k dalšímu stupni ekonomické integrace. Na teoretickém základě politické ekonomie a hospodářské politiky dochází nejprve ke komplexnímu zachycení politické a ekonomické situace všech členských států ES. Takto jsou identifikovány obecné motivace členů pro podporu či odpor vůči hlubší ekonomické integraci. Poté je pozornost zaměřena na motivace k podpoře HMU nejvýznamnějších zemí ES, tedy Německa a Francie. Vedle těchto států je podrobněji zkoumán také přístup Velké Británie, která v procesu integrace vždy zaujímala specifické postavení. I v tomto případě se její chování velmi výrazně lišilo a působila spíše jako „brzdný mechanismus“ měnové integrace.

Abstract:

The present thesis is aimed at identification of the major economic and political reasons that motivated selected countries of the EC to increase cooperation in the areas of economic and monetary policy which resulted in agreement on the EMU - a major element of the newly created European Union. The text examines the period of 70s, more particularly 80s and early 90s of the 20th century when the key decisions leading up to the next stage of economic integration were taken. On the theoretical basis of political economy and economic policy a comprehensive political and economic situation of all Member States of the EC is first explained and the general motivations to deeper economic integration are identified. The attention is then focused on motivations of the major EC countries, i.e. Germany and France to support EMU. In addition to these states the approach of Great Britain is examined in detail. This country has always occupied a special position in the process of integration and in the case of EMU its behaviour was markedly different again, when it acted as a "braking mechanism" of the monetary integration.
