Structural Funds of the European Union and possibilities of their applications

Abstract:

Programové období 2007 2013 bylo pro Českou republiku zkouškou, jak efektivně dokáže využít strukturální fondy Evropské unie. Projekty se však potýkaly jak s neznalostí příjemců dotace, tak s korupčním prostředím. České republice hrozilo nedočerpání fondů a muselo se přistoupit k prodloužení programového období. Cílem této práce je analyzovat a zhodnotit vynaložené prostředky v rámci konkrétního projektu, který byl spolufinancovaný Evropským sociálním fondem, ale také naplnění jeho cílů a přínos do politiky Operačního programu vzdělávání pro konkurenceschopnost, který je součástí Evropského sociálního fondu. Popsány jsou také možnosti evaluace projektů, které nám dává odborná literatura a který byl pro mne inspirací při hodnocení projektu Alfa. Vedle odborné literatury jsou v textu použity dokumenty získané z webových stránek a dokumenty z projektu Alfa. Po důkladné analýze projektu mohu konstatovat, že projekt splnil svůj cíl přispět ke konkurenceschopnosti budoucích absolventů učilišť a středních škol a ukázal výchovným poradcům nový způsob seznamování žáků základních škol s profesními obory.

Abstract:

Programming period 2007 - 2013 was for the Czech Republic a test how effectively is able to use EU structural funds. However, projects were faced with ignorance of grant's recipients and a corrupt environment. The Czech Republic was threatened by non-drawing funds and this led to the extension of programming period. The Aim of this Thesis is to analyse and evaluate the resources spent within a specific project which is cofounded by the European Social Fund, but the Aim is also the fulfilment of objectives and contribution to policy of Education for Competitiveness Operational Programme, which is part of the European Social Fund. In this thesis is also described the possibility of project evaluation as is presented in the literature. The literature was the inspiration for evaluation of project Alfa. It were also used documents obtained from websites and from the Alfa project. After analysis of the project I can state that the project has achieved its objective to contribute to the competitiveness of future graduates of secondary vocational school and project also showed up a new way to introduce elementary school students with vocational branch.
