Personnel and salary policy in the field of health and social services

Abstract:

Demografické stárnutí populace se již dnes dostává velmi do popředí zájmu, ale především do budoucna nabyde problematika velmi na významu. Postupně se jí budou zaobírat vyspělé státy nejen v Evropě. Problému stárnutí se budeme muset postavit čelem a včas jej podchytit, abychom předešli problémům s ním spojených. Mimo jiné je potřeba se zabývat transformací důchodového systému, který v modelu, jak ho známe dnes, již do budoucna nebude zcela jistě udržitelný. Důchodový systém, ale i systém sociálních i zdravotních služeb, byl konstruován v době, kdy problematika stárnutí nebyla zdaleka tak aktuální, jako je dnes. Se zaměřením se na sociální služby se jako první nabízí otázka ohledně bydlení seniorů. Otázek se nabízí nespočet. Důležité je sledovat nejen druhy sociálních služeb (domovy pro seniory, pečovatelské služby, centra denních služeb, odlehčovací služby, domovy se zvláštním režimem) a jejich počty, ale také zaměřit se na situaci, která panuje uvnitř. Cílem práce je hodnocení personální, a především platové situace v oblasti sociálních služeb v průběhu let. Dále zhodnocení kvality sociálních služeb zaměřených na starší osoby. V poslední části práce bude vytvořena analýza kapacity v domovech důchodců. Zda je dostatečná jak z pohledu lůžek, tak z pohledu počtu pracovníků, kteří se o klienty starají.

Abstract:

The demographic aging of the population is now very much of the forefront of interest, but especially in the future, the issue will become very important. It will gradually be developed by advanced countries not only in Europe. We will have to face the problem of aging and take it in time to prevent problems associated with it. Among other things, it is necessary to address the transformation of the pension system, which, in the model, as we know it today, will no longer be sustainable in the future. The pension system, as well as the system of social and health services, was designed at a time when aging was not as up-to-date as it is today.Focusing on social services, the question of housing for seniors is the first. There are countless questions. It is important to monitor not only the types of social services (homes for the elderly, nursing services, day care centers, relief services, homes with a special regime) and their numbers, but also to focus on the situation inside. The aim of the thesis is to assess the personnel and especially the salary situation in the sphere of social services over the years. Further evaluation of the quality of social services aimed at the elderly. In the last part of the thesis, a capacity analysis will be created in retirement homes. Whether it is sufficient both from the point of view of beds and from the perspective of the number of staff who care about clients.
