Developer, demolition, subsidy: controversy over a hockey arena

Abstract:

Diplomová práce se zabývá sporem o osud Víceúčelové sportovní haly ve Frýdku Místku a snaží se pomocí konstruktivistické teorie sítí-aktérů vysvětlit, co vedlo k její demolici a (budoucí) výstavbě nákupního centra a nové haly na jejím místě. Jedná se o případovou studii postavenou na polo-strukturovaných rozhovorech a analýze dokumentů, které byly v tomto sporu vyprodukovány. Práce skrze analýzu aktérů-sítí ukazuje, jakou roli v případu sehrála městská společnost a partnerství veřejného a soukromého sektoru – pravidla, která tyto okolnosti nastavily, demolici staré budovy nepoddajně upevnily. Sledováním nově vznikajícího projektu na novou hokejovou halu lze také dobře vidět, jak se proměňují vlastnosti staré haly podle kritérií, která jsou během procesu upevňována. Poslední část práce ukazuje, jak jsou strategie oponentů demolice a míra jejich úspěšnosti formovány tím, jaké pozice tito aktéři ve sporu zastávají a jaké spojence se jim daří na svou stranu získávat.

Abstract:

The diploma thesis analyses the controversy over a socialist hockey stadium in Frydek-Mistek and attempts to explain with use of the constructivist Actor-network theory the circumstances and work that led to its demolition and (future) construction of shopping mall and a new hockey stadium on the site where it stood. It is a case study based on semi-structured interviews and analysis of documents that were produced in the controversy. The study shows the role of public authority and public-private partnerships in the process – the rules set by these instalments stabilised the demolition of the old building. Following the process of designing the new hockey stadium shows the gradual reformulation of the old building by a new criteria introduced and made obdurate during the process. The third section shows the strategies of the opposition of demolition and the way how they (and their success) is formed by the position of the actors within the controversy and by the allies they are able to win to their side.
