Impacts of the transformation from a centrally planned economy to a market economy in the new federal states and the Czech Republic with a focus on the labor market

Abstract:

Bakalářská práce se zabývá vyhodnocením dopadů transformace z centrálně plánované ekonomiky na tržní hospodářství v nových spolkových zemích v porovnání s Českou republikou. Tato práce má za cíl vyhodnotit, zda na pracovních trzích v obou srovnávaných územních celcích došlo při přechodu na tržní hospodářství k odlišným či identickým dopadům. Práce je členěna do tří kapitol. V první kapitole se zabývám obecně hospodářskou restrukturalizací, tedy situací na srovnávaných pracovních trzích a dále strukturou sektorů v ekonomice před i po transformaci. Druhá kapitola je věnována institucionálnímu prostředí ovlivňujícímu pracovní trh. V této části své práce popisuji politiku na pracovním trhu, privatizaci a vzdělání v zaměstnání. V poslední kapitole jsem analyzovala příčiny odlišných dopadů restrukturalizace na pracovních trzích v nových spolkových zemích ve srovnání s Českou republikou. Statistické zdroje a odborná literature mi umožnily vymezit faktory, které rozdílnou situaci na srovnávaných trzích práce způsobily. Konkrétně se jednalo o mobilitu pracovní sily, měnovou politiku, odlišnosti v oblasti mezd, ale i o rozdíly v množství podniků v insolvenci či o různé počty podnikajících fyzických osob. Všechny tyto faktory se ve sledovaném období podílely na odlišném vývoji nezaměstnanosti v nových spolkových zemích vzhledem k České republice. Naopak obdobný vývoj v období transformace ve srovnávaných zemích jsem zaznamenala u zaměstnanosti v jednotlivých sektorech ekonomiky a v oblasti vzdělávání.

Abstract:

The bachelor's thesis deals with the evaluation of the impact of the transformation from a centrally planned economy to a market economy in the new federal states in comparison with the Czech Republic. This thesis aims to evaluate whether the transition to a market economy had different or identical impacts on the labor market in both compared territorial units. The work is divided into three chapters. In the first chapter, I deal with economic restructuring in general, i.e., the situation on the compared labor markets and the structure of sectors in the economy before and after the transformation. The second chapter is devoted to the institutional environment affecting the labor market. In this part of my thesis, I describe the policy on the labor market, privatization, and education on the job. In the last chapter, I analyzed the causes of the different impacts of restructuring on the labor markets in the new federal states compared to the Czech Republic. Statistical sources and professional literature enabled me to define the factors that caused the different situations in the compared labor markets. Specifically, it was labor mobility, monetary policy, differences in the area of wages, but also differences in the number of companies in the insolvency or different numbers of natural persons doing business. In the monitored period, all these factors contributed to the different development of unemployment in the new federal states compared to the Czech Republic. On the contrary, I noticed a similar development in the period of transformation in the compared countries in terms of employment in individual sectors of the economy and the field of education.
