Analysis of Language Abilities of Emloyees in Public Administration in Most and Chomutov Region

Abstract:

V této práci se zaměřuji na jazykové znalosti zaměstnanců ve veřejné správě na Mostecku a Chomutovsku. V první, teoreticko-metodologické části se zabývám historií a vývojem jazykových požadavků ve veřejné správě a postupnými změnami s následnou potřebou zajišťování rekvalifikací a efektivnějšího vzdělávání. Na tuto část navazuje shrnutí požadavků na vzdělání úředníků podle zákonů č. 312/2002 Sb., Územních samosprávních celků a 218/2002 Sb., služební zákon. Další kapitolou této práce je jazyková výuka dospělých. Zde jsou uvedeny formy výuky, definice jazykového auditu a metodické postupy, dle kterých by se měl cizí jazyk vyučovat. Další částí této práce je praktická (aplikační část), ve které pomocí rozhovoru z připravených dotazníků zjišťuji, zda-li ve zkoumaném regionu probíhá jazyková výuka, jak k ní zaměstnanci přistupují, zda-li po ukončení kurzu probíhá ověřování znalostí, jak jsou zaměstnanci ve výuce podporováni a jaká existují dle mého názoru řešení a postupy. Touto prací bych si chtěla ověřit, zda máme v české veřejné správě kvalitní a kvalifikované zaměstnance, a především, zda-li komunikují v nějakém světovém jazyce, jímž jsme přirozeným vývojem nuceni komunikovat stále častěji. Dále zda navštěvují jazykové kurzy, které by je měli teoreticky na užívání jazyka připravit. Také mne zajímá, jestli je evidováno přesné množství zaměstnanců, kteří jazykovou výuku podstupují a zda po ukončení kurzu probíhá zpětná vazba – kontrola efektivity výuky. V závěru práce se mi dostane odpovědí na mé otázky, které jsem měla před uskutečněním analýzy, na jejichž základě budu moci provést vhodná doporučení.

Abstract:

In the present thesis I am focused on the language knowledge of the public service employees in the regions of Most and Chomutov. In the first part, the theoretically-methodical one, I deal with the history and development of language requirements in terms of the public service as well as with the subsequent demand of provision of requalifications and a more effective education. This part is followed by a summary of requirements concerning the education of clerks in accordance with the Laws No. 312/2002 of the Coll., of Regional Autonomous Entities, and No. 218/2002 of the Coll., Service Law. Another chapter of the present thesis is the teaching of languages to adults. It contains the forms of teaching, definition of a language audit and methodical procedures, according to which a foreign language should be taught. Another part of the present thesis is a practical (application) part, where I try to verify, namely on the grounds of a conversation from prepared questionnaires, whether there is realized a teaching of languages in the region in question, the approach of employees to it, whether there is carried out a testing of knowledge after the completion of the course, the way the employees are supported in relation to the teaching, presenting, at the same time, solutions and procedures I consider to be feasible in this respect. On the basis of this thesis I would like to verify if we have qualified employees of quality in the Czech public service and, first of all, if they are able to communicate in a world language, for the natural development makes us use foreign languages still more and more often. Moreover, whether they attend language courses, which should tehoretically prepare them for the use of the foreign language. It is also interesting for me whether there is registered an exact number of employees taking part in the language education and whether there is a feedback after the completion of the course – a check of effectiveness of the teaching. In conclusion of the thesis I get answers to my questions I asked before the realization of the analysis, on the basis of which I will be able to issue suitable recommendations.
