Analysis and comparison of the social assistance system in the Czech Republic and Slovak Republic in the years 2009-2018

Abstract:

Cílem této bakalářské práce je analýza a komparace systémů sociální pomoci České a Slovenské republiky v letech 2009-2018. Sociální pomoc tvoří v České i Slovenské republice třetí pilíř sociálního zabezpečení, jehož cílem je prevence chudoby a sociálního vyloučení. Teoretická část se věnuje vysvětlení role sociální pomoci v systému sociálního zabezpečení a charakteristice jeho prvních dvou pilířů, které v České i Slovenské republice tvoří sociální pojištění a státní sociální podpora. V praktické části jsou zkoumány a analyzovány jednotlivé podsystémy sociální pomoci České a Slovenské republiky včetně poskytovaných dávek. Pomocí komparace je ověřována hypotéza, zda systém sociální pomoci ve Slovenské republice funguje z hlediska poskytování dávek a podmínek pro jejich vyplácení efektivněji než systém sociální pomoci České republiky, což jej činí pro stát méně finančně náročný a potýká se s nižší mírou zneužívání dávek. Po provedení analýzy a komparace obou systémů nebyla tato hypotéza potvrzena.

Abstract:

The aim of this bachelor thesis is an analysis and a comparison of the social assistance systems of the Czech and Slovak Republic in the years 2009-2018. Social assistance is the third pillar of the social security system in the Czech and Slovak Republic, and its purpose is to prevent poverty and social exclusion. The theoretical part of this thesis is devoted to explaining the role of social assistance in the social security system, and the characteristics of its first two pillars, which in the Czech and Slovak Republic are formed by social insurance and state social support. The practical part of this thesis examines and analyzes individual subsystems of social assistance in the Czech and Slovak Republic, including the benefits they provide. Using a comparison of both systems the practical part is trying to verify a hypothesis, whether the social assistance system in the Slovak Republic works more efficiently than the social assistance system in the Czech Republic in terms of providing benefits and better conditions for their payment, which makes it less financially demanding for the state and faces lower rates of benefits abuse. After performing the analysis and the comparison of both systems, this hypothesis was not confirmed.
