Transfers demonstrated on the example of the Capital City of Prague

Abstract:

Bakalářská práce se věnuje problematice účtování transferů ve veřejném sektoru České republiky. Teoretická část je zaměřena na vymezení pojmu veřejného sektoru, jeho velikosti, funkcím, dále také financováním veřejných služeb v ČR, oblasti rozpočtování vybraných účetních jednotek a hospodaření hl. m. Prahy. V poslední části je věnována především pozornost transferům, jejich definici, dělení a také účetním postupům souvisejících s účtováním transferů. Praktická část se zabývá problematikou transferových příjmů v rozpočtu hl. m. Prahy a jeho městských částí v letech 2017 – 2020 a zkoumá jejich podíl na celkových příjmech v rozpočtu. Dále poskytuje přehled o systému fungování transferů v hl. m. Praze, především tedy státních transferů. Závěrem je provedena analýza dvou konkrétních příkladů účtování transferů v účetnictví hl. m. Prahy a jedné jeho městské části.

Abstract:

The bachelor thesis deals with the matter of accounting for transfers in the public sector of the Czech Republic. The theoretical part is focused on defining the concept of the Public Sector, its size and functions, as well as the financing of public services in the Czech Republic, the area of budgeting of selected accounting units and the management of the Capital City of Prague. The later lart pays attention mainly to transfers and their definition, division and also accounting procedures related to the accounting of transfers. The practical part deals with the issue of transfer revenues in the budget of the Capital City of Prague and its districts between the years of 2017 and 2020 and examines their share in total revenues in the budget. It also provides an overview of the system of transfers in the Capital City of Prague, predominantly the state transfers. Finally, an analysis of two specific examples of accounting for transfers in the accounting of the Capital City of Prague and one of its city districts.
