Legal regulation in the field of energy crops

Abstract:

Práce se zaměřuje na problematiku právní úpravy pěstování energetických plodin. Cílem bylo vytvořit přehled legislativy v této oblasti a usnadnit začátek pěstování energetických plodin zemědělcům. Součástí práce je detailní legislativní rešerše s použitím systému ASPI, který slouží k vyhledávání právních předpisů. Další součást praktické části je kontakt s dotčenými orgány a jejich pomoc při hledání potřebných dokumentů, které jsou potřeba k pěstování těchto plodin. Část teoretická přibližuje využívání zdrojů v historii a v současnosti, popisuje obnovitelné zdroje a jejich hlavní výhody oproti zdrojům klasickým. Dále se zabývá obecně biomasou, popisem energetických bylin a rychle rostoucích dřevin. Praktická část obsahuje srozumitelně popsané všechny dotčené zákony, vyhlášky a nařízení existující k tématu v rámci České republiky. Pro účely této práce byla vytvořena přehledná příručka, která obsahuje ty nejdůležitější legislativní informace pro začínající pěstitele plodin k energetickým účelům.

Abstract:

The work focuses on the issue of legislation of energy crops growing. The aim was to create an overview of legislation in this area and to facilitate the start of energy crops for farmers. Part of the thesis is a detailed legislative search using the ASPI system, which is used to find legal regulations. Another part of the practical part is the contact with the authorities concerned and their assistance in finding the necessary documents that are needed to grow these crops. The theoretical part describes the use of resources in the past and present, describes renewable resources and their main advantages over conventional resources. It also deals with biomass in general, description of energetic herbs and fast growing trees. The practical part contains comprehensively described all affected laws, decrees and regulations existing on the topic within the Czech Republic. For the purposes of this work, a comprehensive handbook has been created containing the most important legislative information for beginning crop growers for energy purposes.
