Abstract:

Cílem této bakalářské práce je pomocí kvalitativní obsahové analýzy odhalit nejčastější způsoby, kterými prezident Václav Klaus odůvodňoval veta zákonů. Veto je jednou z pravomocí prezidenta republiky a odůvodnění je podle Ústavy jeho nedílnou součástí. Veto je institucionalizovaným mechanismem, kterým může hlava státu vyjádřit své názory na přijímané zákony. Analýza v textech odhaluje čtyři základní skupiny argumentů, které prezident Klaus opakovaně používal. Předkládaná práce tyto skupiny argumentů představuje a popisuje principy, které je spojují.

Abstract:

The aim of this bachelor thesis is to find the most frequent ways of argumentation in Václav Klaus’s presidential vetoes using qualitative content analysis. Presidential veto is one of the powers of the Czech head of state. According to the Constitution, every use of the veto right must be reasoned. Veto is an institutionalised way of expressing president's opinions on enacted legislative acts. Analysis of Klaus’s texts revealed four basic groups of arguments which he had been repeatedly using. Presented thesis introduces these groups and describes similarities of arguments within each of the groups.
