Abstract:

Tato bakalářská práce se zabývá analýzou využití finančních prostředků z fondů Evropské unie pro rozvoj města Kadaň a města Bruntál. Cílem je analyzovat rozdíly v úspěšnosti získávání dotací a následného efektu na rozpočet a rozvoj obou měst. První kapitola se zabývá teoretickým hlediskem a popisuje regionální a strukturální politiku Evropské unie, jejíž vývoj je charakterizován a jsou představeny hlavní cíle pro programová období v letech 20042006 a 20072013, přičemž je poskytnut přehled rozdílů mezi nimi. V práci je nastíněna politika hospodářské a sociální soudružnosti EU v ČR a možnosti této politiky co do čerpání finančních prostředků z fondů EU. Dále jsou v teoretické části práce popsány jednotlivé fondy, které poskytují financování regionální a strukturální politiky EU. Druhá kapitola je praktická a sestává se z několika částí. Především je v ní nastíněna socioekonomická charakteristika měst Kadaň a Bruntál zahrnující zdůvodnění výběru právě těchto měst. V další části jsou analyzovány rozpočty měst a vlivy na ně působící. Dále jsou podrobněji identifikovány dotační programy, o které se obce ucházely a s tím spojené získané a nezískané dotace. V poslední řadě je v praktické části charakterizováno a zanalyzováno využití realizovaných dotací v zmíněných městech.

Abstract:

The bachelor thesis analyzis the use of financial resources from EU funds for development of Kadaň and Bruntál. The aim is to analyzr the differences in the success of obtaining subsidies and the sunsequent effect on the budget and the development of both cities. The first chapter deals with the theoretical aspect and describes the regional and structural policy of the European Union, whose Developement is characterized and represent the main objectives for the programming period 20042006 and 20072013, with and overview of the differences between them. The thesis outlines the EU economic and social cohesion policy in the Czech Republic and possibilities of this policy when drawing money from EU funds. In the theoretical part, the individual funds that provde financing of EU regional and structural policy are described. The second chapter is practical and consists of several parts. Above all, there is described the socio-economic charakteristics of the cities of Kadaň and Bruntál, including the reason for choosing these cities. In the next section, the city budgets and the impacts on them are analyzed. In addition, the subsidy programs, which municipalities are applying for and the associated grants received and not received, are identifiend in more detail. Finally, the use of realizing subsidies in these cities are characterized and analyzed in the practical part.
