State housing benefit system in the Czech Republic

Abstract:

Bakalářská práce je zaměřena na státní dávky, které jsou v České republice čerpány na náklady spojené s bydlením. Cílem práce je rozbor a srovnání těchto dávek na bydlení. V teoretické části je vysvětlena problematika sociální politiky a sociálního zabezpečení v České republice. V další její části jsou vymezeny dávky státní sociální podpory a dávek pomoci v hmotné nouzi. Blíže je věnována pozornost dávkám na bydlení, které by měly být občanům České republiky nápomocny s úhradou nákladů na bydlení. V praktické části je práce zaměřena na analýzu těchto dávek na bydlení z hlediska jejich počtu a objemu finančních prostředků vyplacených ve městech Karviná, Frýdek-Místek, Ostrava, Bruntál a v závěru v celém Moravskoslezském kraji, a to vše v období let 2015-2020. V rámci závěru práce pak budou na podkladě skutečností z teoretické a praktické části vysloveny případné návrhy i doporučení, a to včetně případných změn právní úpravy. K dosažení cíle práce byly použity zejména metody deskripce, analýza a komparace.

Abstract:

The bachelor thesis is focused on state benefits, which in the Czech Republic are drawn on the costs associated with housing. The aim of this thesis is to analyze and compare these housing benefits. The theoretical part explains the issues of social policy and social security in the Czech Republic.The another part defines the benefits of state social support and benefits in material need. Attention is paid to housing benefits, which should help the citizens of the Czech Republic to cover housing costs. In the practical part, the thesis is focused on the analysis of these housing benefits in terms of their number and volume of funds paid out in Karviná, Frýdek-Místek, Ostrava, Bruntál and in the entire Moravian-Silesian region, all in the period 2015-2020. At the end of this thesis, based on the facts from the theoretical and practical part, any proposals and recommendations will be made, including any changes in legislation. Methods of description, analysis and comparison were used to achieve the goal of the work.
