Status and Current Tasks of the Office for Government Representation in Property Affairs

Abstract:

Práce se zabývá problematikou postavení a aktuálních úkolů Úřadu pro zastupování státu ve věcech majetkových (dále rovněž i „instituce“ nebo „Úřad“), jakožto organizační složky České republiky. V práci jsou popsána teoretická východiska zakládající potřebu Úřadu, včetně historického vývoje finanční prokuratury. Jsou uvedena legislativní východiska působnosti, organizace Úřadu a popsány aktuálně vykonávané úkoly, kdy tyto jsou rozčleněny dle jejich povahy na dvě základní vykonávané agendy. Na základě získaných poznatků je provedena diskuze, kde je zhodnoceno aktuální postavení Úřadu, jeho činnosti, problematické aspekty a vývojové tendence v úkolech Úřadu v rámci státněmajetkové problematiky.

Abstract:

This thesis deals with the issues of the status and current tasks of the Office for Government Representation in Property Affairs (referred to also as “the institution” or “the Office”), which acts as the state organisational unit of the Czech Republic. The thesis describes theoretical bases that establish the need for the Office, including the historical development of the Financial Prosecutor’s Office. The author presents the legislative grounds of the Office’s authority and the organisation of the Office. The thesis also describes current tasks which are divided according to their disposition into two basic agenda types. In the closing discussion and on the basis of the acquired information, the author evaluates the current position of the Office, its activities, problematic aspects and the developmental tendencies in the Office’s tasks within the matters of the state property.
