Analysis of the financial burden of the State in the upbringing of the child implemented in the children's home or in alternative family care

Abstract:

Bakalářská práce se zabývá formami náhradní péče (náhradní rodinná péče i ústavní péče) o děti v České republice. Cílem této práce je analýza finanční zátěže státu při různých formách péče o dítě a následné zhodnocení, která z forem náhradní péče je pro stát nejvíce náročná. Teoretická část této práce se zabývá popisem různých forem náhradní péče v České republice. V aplikační části je popsán dětský domov Budišov nad Budišovkou, jeho struktura, zaměstnanci, děti a jeho hospodaření v letech 2013 – 2015. Tato data zde slouží k představě o nákladech na výchovu jednoho dítěte v rámci ústavní péče a jsou porovnána s dávkami, které vyplácí stát rodinám v různých formách náhradní rodinné péče. V další části je popsáno počet zařízení, počet pracovníků a dětí v jednotlivých formách ústavní péče v rámci České republiky a případný vliv na nezaměstnanost při zrušení ústavní péče. Výstupem této práce je zhodnocení jednotlivých forem náhradní rodinné péče, především z finančního hlediska a návrh možných řešení s přihlédnutím na úsporu státu a možných investic do budoucnosti dalších generací dětí.

Abstract:

This bachelor thesis deals with the forms of alternative care for children in the Czech Republic (alternative family care and residential care). The aim of the thesis is the analysis of state financial weight regarding different types of children’s care and subsequent evaluation of the most burdensome forms for the state. Theoretical part deals with the characterization of different types of alternative care in the Czech Republic. The application part describes children’s home in Budišov nad Budišovkou, its structure, employees, children and management in a period between 2013 – 2015. These data serve as a projection of one child’s care costs within residential care and they are compared to the financial benefits paid by the state within different forms of alternative family care. Another part of the thesis depicts the number of institutions, employees and children in particular forms of residential care in the Czech Republic and the potential impact on unemployment in case of abolition of residential care. The output of this work is the evaluation of particular forms of alternative care for children, especially from the financial point of view and the suggestion of possible solutions concerning state savings and possible investment into the future of the next generation of children.
