Regional Geographical Analysis of Hodonín Agriculture Development under the Common Agricultural Policy

Abstract:

Předmětem disertační práce je analýza stavu zemědělského sektoru v okrese Hodonín v období po vstupu ČR do EU, jež se vedle statistických dat Českého statistického úřadu a Ministerstva zemědělství ČR velmi významnou měrou opírá o výsledky terénních šetření u místních zemědělských subjektů v letech 2002 a 2009 (velká pozornost je věnována zejména zemědělským podnikům právnických osob). S vědomím nezbytného provázání rozvoje zemědělství se širším rozvojem venkova se autorka v práci snaží mimo jiné analyzovat ty aktivity zemědělských subjektů, které mohou být přínosné pro místní region. Úvodní – teoretická část práce je věnována fyzickogeografické a socioekonomické charakteristice území zejména ve vztahu k zemědělské výrobě. Jako nezbytnou součást bylo nutné alespoň v omezeném rozsahu zařadit kapitolu shrnující možnosti, které se našim zemědělcům v souvislosti s evropským členstvím naskýtají. Za nejdůležitější část práce lze považovat kapitoly hodnotící změny v organizační struktuře a výrobním zaměření zemědělských podniků, pozornost je věnována aktuálním tématům souvisejícím se sociální a environmentální funkcí zemědělských subjektů jako např. prováděným agroenvironmentálním opatřením, přínosu zemědělců v oblasti využívání energie z obnovitelných zdrojů apod. Lze konstatovat, že v posledních letech prochází zemědělství v okrese Hodonín mnoha změnami – mění se organizační struktura podniků, novým fenoménem je ovládnutí některých místních firem silnými holdingovými skupinami se značným vlivem na české zemědělství. V regionu došlo k výraznému utlumení chovu vepřů, také v chovu skotu dochází k redukci počtu chovaných kusů. Ve větších podnicích převládá skeptický pohled na perspektivy pěstování ovoce a obhospodařování ovocných sadů. Ze zemědělských činností, které lze označit jako nadějné, můžeme jmenovat vinohradnictví a s ním spojené vinařství. Z nově vzniklých firem právnických osob se většina z nich zaměřuje právě na pěstování vinné révy a současně na výrobu kvalitních vín. Mnohé z výše popsaných změn ve svých důsledcích vedly k snižování zaměstnanosti ve velkých zemědělských podnicích, což dále způsobilo oslabení jejich role v jednotlivých obcích. Celkově se prohlubují rozdíly mezi zemědělskými podniky v mnoha aspektech. V regionu se profiluje skupina podniků, které opakovaně čerpají finanční prostředky na projektová opatření spolufinancovaná z evropských fondů, na druhé straně pro řadu firem je aktivní participace na těchto prostředcích nereálná. Vedle sebe na rozdíl od minulých období hospodaří velké podniky, které se nebojí ani náročných investic jako např. výstavby bioplynových stanic a početnější skupina podniků menších, mnohdy specializovaných s různou perspektivou.

Abstract:

The subject of the dissertation is an analysis of the state of agriculture sector in the district of Hodonín in the period after the Czech Republic’s entry to the EU, which, apart from statistical data of the Czech Statistical Office and the Ministry of Agriculture of the CR, is significantly based on the results of field surveys at local agricultural entities in the years 2002 and 2009 (great attention is paid especially to the farms of legal entities). The author is aware of a necessity of interconnection between development of agriculture and wider rural development and she is trying, among others, to analyse these activities of farming entities which can prove beneficial to the local region. The introductory – theoretical - part of the work deals with physiographic and socioeconomic characteristics of the area mainly related to agriculture production. It proved necessary to include, at least to a limited extend, a chapter summarizing the arising opportunities for our farmers in connection with the European membership. The chapters assessing the changes in the organization structure and production focus of farming entities are considered the essential part of the work, the attention is paid to current topics related to social and environmental function of agriculture entities such as e.g. agroenvironmental measures being undertaken, farmers’ contribution to use of energy from renewable resources etc. It can be stated that the agriculture in the district of Hodonín is undergoing many changes – the organization structure of enterprises is changing, there is a new phenomenon of some local companies being overtaken by strong holding groups of a considerable influence on Czech agriculture. There has been a significant decline in breeding pigs in the region; also the number of cattle is being reduced. There is an overwhelming sceptical view among larger companies of the perspectives of growing fruits and managing orchards. Viticulture and related viniculture can be named as promising among agriculture activities. Most of the newly founded legal entities have concentrated on viticulture and quality wine production at the same time. Many of above described changes led, in its consequences, to employment reduction in large farms, which in turn caused weakening their role in individual municipalities. Overall, the differences among farms are widening in many aspects. There is a group of enterprises shaping in the region, repeatedly draw funds for project measures co financed by European funds, on the other hand the active participation in such means is unreal for an array of farms. Unlike in the past, there are farming, side by side, large enterprises, not afraid of even demanding investments such as development of bio gas stations, and a more numerous group of smaller enterprises, often specialized, of a varied perspective.
