The Third way of president Bill Clinton - new approaches to fiscal and social policy of the United States in the 1990's

Abstract:

Práce se věnuje tématu nových přístupů k fiskální politice se zaměřením na federální rozpočet a sociální politice za obou administrativ prezidenta Billa Clintona. V práci kladu důraz primárně na problematiku deficitu federálního rozpočtu Spojených států a také na politické souvislosti a ideové fundamenty, podle kterých se Clinton řídil. V práci nejprve uvádím definici Clintonových ideových pozicí, vývoj jeho tezí postupně od 80. let, spolu s krátkým přehledem fiskální a sociální politiky jeho předchůdců, prezidentů Reagana a Bushe a jak jejich koncepce a výsledky ovlivnily Clintona, až po volební kampaň v roce 1992 a Clintonovo vymezení se vůči prezidentu Bushovi. Dále se již věnuji prezidentu Clintonovi samotnému a jím prosazované fiskální a sociální politice spolu se zákony, které prosazoval. Zmiňuji také jeho vynucenou kooperaci s opozičním Kongresem po volbách v roce 1994, a vyhodnocuji, jak tato spolupráce ovlivnila jeho priority. V praktické části postupně analyzuji nejvýznamnější zákony, které prosazoval, a měly zásadní vliv na vývoj federálního rozpočtu. Také provádím detailní analýzu struktury rozpočtů jak ze strany příjmů, tak výdajů a dávám tyto změny do souvislostí s již zmíněnými zákony a také s celkovým makroekonomickým vývojem. Dále se věnuji změnám v sociální politice a jejím dopadům, hlavně zákon Personal Responsibility and Work Opportunity Act. Na závěr provádím širší reflexi Clintonova prezidentství v dlouhodobějším kontextu trendů ve fiskální a sociální politice před a po jeho období, ze které vyplývá, že v rámci svého prezidenství skutečně dosáhl strukturálních změn ve federálním rozpočtu a v americkém sociálním státu, čímž je tak učinil dlouhodobě udržitelnějšími. Hypotéza, že prezident Bill Clinton během svých dvou mandátů úspěšně otočil negativní trajektorii vývoje rozpočtu americké federální vlády a svými reformami sociálního systému přispěl k větší udržitelnosti amerického sociálního státu, byla potvrzena.

Abstract:

The thesis deals with the topic of new approaches to fiscal policy with an emphasis on federal budget and social policy during the administrations of President Bill Clinton. I primarily put the emphasis on the issue of federal budget deficit of the United States and on the political context and ideological background which have directed President Clinton. In the thesis, I first define Clinton’s ideological positions, the evolution of his political ideology during the 1980’s with a brief overview of fiscal and social politcies of his predecessors, presidents Reagan and Bush, and how they have influenced Clinton and his views, until the presidential campaign in 1992 and how Clinton defined himself against President Bush. The next part of the thesis deals with the two presidential terms of Bill Clinton and his fiscal and social policy along with key legislation that he signed. I also mention his forced cooperation with the opposite party Congress after the 1994 elections and examine how his priorties have shifted because of it. The analytical part is composed of detailed analysis of the impact of passed legislation and its impact on fiscal and social policy. I also perform a detailed analysis of the federal budget structure with respect to outlays and receipts and the development throughout Clinton’s terms. I also analyze important changes in social policy and their impact, mainly Personal Responsibility and Work Opportunity Act. Finally, I perform a broader examination of the long-term trends related to fiscal and social policy both before and after Clinton from which I conclude that President Clinton truly has made structural changes to federal budget and American welfare state, which made them more sustainable in the long term. The hypothesis, that during his two mandates President Clinton successfully reversed the negative trajectory of the US federal budget and through his reforms of the social system has made the American welfare state more sustainable, was confirmed.
