Care for the elderly in the Ústí Region

Abstract:

Péče o seniory patří ke specifickým sociálním službám. Historicky náležela péče o staré občany mezi určité závazky obce (obecní starobince). V předlistopadovém období byla problematika seniorů často řešena v rámci různých forem ústavů sociální péče. V současnosti přenesl stát tuto povinnost (a zřejmě správně) na obce. V praxi se setkáváme na jedné straně s rodinnou péčí o seniory, na straně druhé je institucionální řešení- stacionáře, domovy pro seniory, penziony. Třebaže si klienti hradí pobyt v těchto zařízeních, samotná výstavba i provoz bývá pro obce výraznou zátěží. V posledním období se objevily dotační programy EU, které mohou podpořit budování těchto zařízení. Tato diplomová práce navazuje na mojí práci bakalářskou, která byla zaměřena na problematiku péče o seniory ve správním obvodu obce s rozšířenou působností Kadaň. Cílem diplomové práce je analýza péče o seniory v Ústeckém kraji, přičemž bude pozornost věnována zastoupeným formám péče, jejich lokalizaci, financování. Zároveň bude srovnána kapacita těchto zařízení se skutečnou potřebou.

Abstract:

Care for the elderly belong to specific social services. Historically belonged to the care of the elderly among certain liabilities of municipalities (local old people's home). In the pre-November period, the issue of seniors often addressed within the different forms of social care institutions. Currently, the state transferred this obligation (and probably correctly) to municipalities. In practice we see on one side the family care for the elderly, on the other hand, institutional solutions- care centers, retirement homes, boarding houses. Although clients paid stay in these facilities, the actual construction and operation is a big burden for municipalities. In the last year there were EU subsidy programs that can support the building of such facilities. This thesis builds on my bachelor thesis, which focused on the issue of care for the elderly in the city area with extended powers Kadan. The thesis aims to analyze the care of the elderly in the Usti region, while attention will be paid represented forms of care, their location, funding. At the same time compared to the capacity of these facilities is a real need.
