Abstract:

Diplomová práce "Elektronická komunikace ve veřejné správě" je zaměřena na implementaci e-Governmentu jako na nástroje elektronické komunikace moderní veřejné správy v České republice.V teoretické části jsou představeny informační a komunikační technologie, kterými je komunikace realizována. Praktická část práce je rozdělena do tří částí, kde jsou zanalyzovány statistické údaje k informačním technologiím používané v soukromém a podnikatelském sektoru vůči orgánům veřejné správy a institucemi veřejné správy navzájem.Pro analýzu byly použity podklady Českého statistického úřadu, Ministerstva vnitra České republiky a databáze Eurostatu, jehož výsledky potvrdily rozvoj nástrojů komunikačních technologií, avšak porovnání s ostatními zeměmi Evropské unie se Česká republika pohybuje pod hranicí průměru všech zemí. Stát se musí zaměřit na podporu vzdělávání seniorů a osob se základním vzděláním v oblasti informační a počítačové gramotnosti. Zabezpečit rovný přístupu k elektronickým komunikačním nástrojům všem podnikům různých velikostních a oborových skupin. Instituce veřejné správy musí webové stránky uživatelsky zpřístupnit všem občanům a využívat nástrojů moderní komunikace. Ze strany státu je důležitá zejména podpora inovací komunikačních a informačních technologií.

Abstract:

The thesis "Electronic Communication in Public Administration" is focused on the implementation of e-Government as an electronic communication tool of modern public administration in the Czech Republic.The theoretical part presents information and communications technologies which are used for implementation of communication. The practical part is divided into three parts which include statistical data analysis of information technologies used in the private and business sector towards public administration and public bodies each other.The data of the Czech Statistical Office, Ministry of Interior of the Czech republic and the Eurostat database were used for the analysis, whose results confirmed the development of ICT tools, but compared to other EU countries, the Czech Republic is below the average of all countries. The state must focus on promoting education of seniors and persons with basic education in the field of information and computer literacy. It also has to ensure equal access to electronic communication tools to all enterprises of various sizes and field groups. The Public administration institutions have to make the web sites accessible to all citizens and to use the tools of modern communication. The support of communication and information technologies innovation by the state is particularly important.
