The CAN (child abuse and neglect) syndrome and protection of children right´s in the Czech republic

Abstract:

Diplomová práce se zabývá problematikou syndromu CAN, tedy problematikou týraných, zneužívaných a zanedbávaných dětí. Teoretická část přibližuje historický vývoj společenského postavení dítěte, vznik a vývoj sociálně-právní ochrany dětí na území České republiky, jednotlivé formy syndromu CAN a následky, které na oběti zanechává. Popisuje situace, které jsou pro vznik jevu rizikové, a dále rizikové skupiny obyvatel, zejména ve vztahu k osobnosti pachatele a oběti. Upozorňuje na obecné zásady terapie postižených osob a druhy prevence syndromu CAN. V teoretické části je rozvedena současná právní úprava ochrany dětských práv na území České republiky a dále úloha některých státních orgánů v souvislosti se zajišťováním sociálně-právní ochrany dětí. Praktická část zkoumá vývoj kriminality, spáchané na dětech v regionu Prostějovska v období posledních let, a vývoj spolupráce mezi vybranými státními institucemi v dané oblasti. Přibližuje postup policie při vyšetřování případů týraných, zneužívaných a zanedbávaných dětí

Abstract:

The diploma thesis deals with the issue of CAN Syndrome, thus the problems of excruciated, abused and neglected children. The theoretical part explains historical development of status of children, creation and development of social-legal protection of children on the territory of Czech republic, individual forms of CAN Syndrome and it´s effects on victims. It describes situations that are hazardous for occurrence of the phenomenon, risk groups of inhabitants, especially in relation to personalities of the offender and victim. It warns on general principles of therapy of afflicted persons and kinds of preventiv of CAN Syndrome. In the theoretical part, legal regulations of children right´s protection on the territory of Czech republic and the role of certain state authorities in connection with assurance of socila-legal protection of children are specified. The practical part examines the development of kriminality committed od children in the Prostějov region during last years and the development of cooperation among selected state authorities in given area. It explains police procedures of investigating cases of excruciated, abused and neglected children
